BRIDGEWATER FOR REASONS 1.4 (B) AND (D).1. (C) SUMMARY: Recent discussions with Ghanaian officials and Western diplomats paint a disappointing picture of the Ghanaian Government,s efforts to combat its increasing problem with illegal narcotics trafficking. Several GOG officials and others question whether Ghana,s leadership appreciates the magnitude of the problem and whether they have the will and/or resources to address the problem. The Narcotics Control Board (NACOB) appears to have little clear direction or initiative, and one NACOB official told us he suspects some drug &barons8 have penetrated NACOB. The British Government is considering ending its successful Operation Westbridge project at the Accra,s international airport due to dissatisfaction with GOG efforts. The apparently high level of corruption or ineptitude at the airport was demonstrated in July, when UK officials found packets of cocaine taped under passenger seats on a KLM flight before passengers boarded the plane. The situation has generated substantial frustration among officials working to combat trafficking, and as one GOG official told us, the GOG must &wake up8 soon to the narcotics trade before it is too late. END SUMMARY.2. (C) Recent conversations with the Narcotics Control Board (NACOB), Ghana Police, and diplomats have revealed little confidence in NACOB and GOG efforts to battle the flow of narcotics. - Butterflies: a stunning new film gets close to these elusive insects
A BBC documentary captures Britain's native butterflies in stunning close-upA chrysalis that looks as if it is an alien spaceship. A peacock butterfly hissing like a snake to frighten a hungry mouse. An astonishingly hirsute mountain ringlet, scurrying through the grass at 2,000ft in the Scottish Highlands. Silver-washed fritillaries duelling high in the sunlit ride of an English woodland.Extraordinary footage shot by the BBC's natural history unit over the past 18 months will this week show our native butterflies in a new and surprising light. Butterflies: A Very British Obsession documents some of the eccentric collectors, conservationists and artists who have been inspired by the 59 species of butterfly found in the United Kingdom. But the real stars are, of course, the insects, here shown in slow motion and time-lapse photography as they are transformed from caterpillars smaller than a pin-head into garish and sometimes aggressive butterflies. The film was a labour of love for cameraman Mark Payne-Gill, whose bedroom as a boy resounded to the munch of the caterpillars he collected. A wildlife cameraman for 20 years, Payne-Gill finally returned to his obsession in the summer of 2009, racing between meadows and mountains to track down our rarest butterflies.Getting close to butterflies is hard, particularly with elusive treetop species such as the purple emperor. Payne-Gill enlisted the help of the National Trust's nature conservation adviser Matthew Oates, a great emperor aficionado, who is filmed laying foul-smelling baits – from pickled mudfish to shito, a Ghanaian fish paste – with Neil Hulme of Butterfly Conservation. Tempted from the treetops by this fishy stench, the insect's iridescent purple hue was captured on film by the cameraman, who shows the majesty of i BBCのドキュメンタリーは、エイリアンの宇宙船であるかのように見える美しいクローズアップupaの蛹にイギリスのネイティブの蝶をキャプチャします
- Haggling over the price of children's lives
Trials show a new vaccine can slash deaths from diarrhoea, which kills half a million children in poor countries every year. But will donors have to choose between paying for that or supporting Aids, TB and malaria care?Good news at the end of last week - rotavirus vaccine works in Africa and Asia, protecting children against diarrhoea, one of their biggest killers. Trial results published in the Lancet clearly show that vaccines which are already licensed for use in the wealthier parts of the world can save lives in poor countries too. Severe rotavirus gastroenteritis kills half a million children a year. Even before these trials, the World Health Organisation had recommended all countries introduce the vaccine. This is Dr John C Victor of PATH in Seattle, which helped run trials in Bangladesh and Vietnam:With a WHO recommendation for rotavirus vaccines now in place, governments of developing countries in Africa and Asia are deciding how to prioritise introduction of rotavirus vaccine in their public health agendas. Our trial shows that a live oral rotavirus vaccine has the potential to halve the incidence of severe rotavirus gastroenteritis in developing populations in Asia. Alongside efficacy results for this vaccine in Africa, our study supports WHO's strong recommendation for expansion of rotavirus vaccine use to the poorest nations in Africa and Asia. Rotavirus vaccines have the potential to protect the lives of nearly 2 million children in the next decade alone. And here are Dr George E Armah, University of Ghana, and Dr Kathleen M Neuzil, also of PATH, who ran the Africa trial:In Africa, where young children are dying from diarrhoeal disease and prompt medical care is often out of reach, the need to prevent rotavirus is especially urgent. Introduction of rotaviru 試験は、新しいワクチンは、毎年貧しい国々で50万人の子供を殺す下痢、死亡を大幅に削減できることを示す
- Choc-o-nomics: Why misguided western meddling can sour good ideas | Jonathan Glennie
A new book shows how a mix of reform and continuity using the private and public sector is the only way to ensure development goals are met in different countriesCocoa is at the heart of Ghana's steady economic rise to the cusp of middle-income status, just as it is at the heart of its neighbour Ivory Coast's protracted political succession battle, with Alassane Ouattara, the new, internationally recognised president, calling for sanctions against the cocoa trade to try to force Laurence Gbagbo, who was defeated at the ballot, to hand over power.A new book published last week, Chocolate Nations, examines the cocoa industry in Ghana and Ivory Coast and the lives of the millions of people who depend on it. Apart from an ill-conceived dig at fair trade chocolate, it's a good read, because it spends a lot of time analysing the history and politics of the two countries; it's an obvious starting point, but one that is often omitted by development analysts who prefer theory and models to historical and contextual analysis.Despite both being heavily dependent on the cocoa trade, there are a number of important differences between the ways the industry has been managed in the two countries since independence. One of the most noteworthy is the fact that Ivory Coast abolished its state marketing board when pressured to do so by aid-giving countries, whereas Ghana resisted and still has one today.Although they sound like tedious quangos, state marketing boards have historically been central to the economies of many countries because they guarantee a minimum price to farmers for their product, which is bought by the state and then sold on. Such state intervention was anathema in the heady days of the Washington consensus, where the power of the market was thought to conquer all ill 新しい本が同じように、改革の継続民間部門と公共部門を使用してのミックスが異なるcountriesCocoaで満たされている開発目標を確実にする唯一の方法は、中間所得の状況を遂げようとしてガーナの着実な経済成長の中心にある方法を示していますそれは引き渡しを投票で敗北したローレンスGbagboを、強制しようとするココアの貿易制裁を求める、Alassane Ouattara、新しい国際的に認められて大統領と隣国コートジボワールの長期的連続の戦いの中心部では先週公開されたpower.A新しい本は、チョコレート国連、ガーナ、コートジボワールとそれに依存する数百万人の生活の中でココア業界を調べます

- One word at a time
Eugenia Appiah, founder of Ghana's Young Educators, explains she's worried about the time its youth spend with technologyIt was a conversation with my six-year-old niece that first inspired me. She explained that her goal in life was to be a beauty queen. She said that way she'd get a car and a house for free.I realised that we are sending the wrong signals to our young ones. Society is becoming more individualistic, moving away from the traditional family orientation. We have economic, social and class divisions; that wasn't the case 20 or 25 years ago.And today they live in the midst of all of the 21st-century distractions, with an excess of technology and, in urban areas, a minimum of space. Children stick to computers and see education as a chore. Reading is synonymous with education and the only books they ever read are textbooks.I decided I'd love to create a forum for children to come together to learn without really noticing that they are learning. I knew about the Scripps Spelling Bee, which has been going in America for more than 80 years, so I sent an email to ask if Ghana could participate.Luckily the movie Akeelah and the Bee was around and the young people identified with the idea and wanted to participate. It's now in its third year and we are getting lots of requests from other African countries who want to be part of our spelling bee.I'm appalled that the UK does not run a similar spelling competition for English-speaking countries, and I think it is something that the English Speaking Union (ESU) could do. It is ironic that Americans are running an 'English' spelling competition, but the English don't do it with their own language.American English is taking over, and they are doing it deliberately. It is calculated.Ghana hasn't really noticed that Scri ユージーニアアッピアーは、ガーナのカップル教育の創始者、彼女はその若者がtechnologyItと一緒に過ごす時間についての最初のニュースを私に影響を与えた私の6歳の姪との会話でした心配して説明します

- High hopes in Ghana as country prepares to cheer on Black Stars
Ghanaians will be glued to their TVs when the nation's footballing heroes take on Uruguay in the World Cup quarter-finalAnywhere you go in Ghana this week, the talk is of the World Cup. Whatever activity the country's 23 million citizens undertake, reminders of the Black Stars are never far away. The flag – red, gold and green with a black star in its centre – is now displayed in even the most obscure places. The team's qualification for the quarter-finals of the competition has brought about a renewed confidence among Ghanaians.TV reporters wear Ghana shirts during their live TV shows and, last Monday, Ghana's MPs spent a lot of time at parliament showering praises on the team.Sadly, after Ghana beat the USA last Saturday, five football fans died while celebrating and a dozen others were hospitalised. Journalists are now educating football fans about the way to celebrate safely if Ghana beat Uruguay tomorrow.Fans fear for the team's chances without inspirational midfielder Andre Dede Ayew, who will be missing after picking up two yellow cards. What football fans in Ghana are saying is that the Black Stars are the pacesetters in African football. They take inspiration from becoming the first African side to win the Fifa Under 20 World Cup last year. The belief in Ghana now is that if the Stars were the first African side to win a match at the 2010 World Cup and the only African side to make it into the knockout stages, then there is no reason why they won't be the first side from Africa to make it into a World Cup semi-final.GhanaWorld Cup 2010Ghanaguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds
