- In Kansas City, school's out | Sasha Abramsky
The closure of almost half of Kansas City's schools shows what can happen when the wealthy opt out, and services sufferTwenty-nine out of 61 Kansas City, Missouri, schools will soon be shuttered in a desperate bid by the struggling school district to stave off bankruptcy. At the same time, close to one-quarter of the city's school employees will lose their jobs. While many districts around the country are closing under-enrolled-in or low-performing schools in an effort to save money, the scale of KC's decision puts it in a league of its own. Students around the city will be disrupted by the changes, as they lose teachers, have to travel further to school each morning, and possibly see their class sizes grow. The number of students in Kansas City's public schools – 18,000 – would indicate that it is a small town. But there's not much that's small about Kansas City. In fact, the core of the city, which is Missouri's largest urban hub, has nearly half a million residents, and the broader metro area is home to approximately 2 million people.Yet for decades its public schools have been in crisis and have haemorrhaged students. For 26 years, Kansas City was under the largest court-ordered desegregation plan in American education history. At first this provided an opportunity to improve the system, injecting $2bn into local schools. But over time the benefits unleashed by the case were undermined by opposing demographic and political trends: Kansas City was bedeviled by white flight; and, eventually, it saw a near-total exodus of the middle classes, of all colours, into suburban school districts, charter schools and private schools. A few years ago, eight schools went so far as to secede from the school district, joining a suburban district that provided more resources to student

I was struck by Vicious Misanthrope's little anecdote in the previous thread:Yesterday I went to a couple of my local working-class guys to get them to put Manchin signs up in their yards. They've always supported Joe strongly in the past. Not now. Both gave the same reason---he supported the health care bill, and they are going to be forced to take health insurance or the government will be after them. And there was no use in arguing the point with them unless you just wanted to burn bridges or something stupid.Well, let's see. First of all, if it does end up that these gentlemen have to buy insurance, it seems to me likely there will come a day when they're glad they have it. But one can't really expect them to see that now, I suppose. In the nearer term, there is no denying that Democrats in tough states and districts are running away from healthcare and the bailouts and Obama, and politically they have to. Here we have Jonathan Weisman in today's Wall Street Journal:DOYLESTOWN, Pa.—Rep. Patrick Murphy, a fresh-faced rising Democratic star and loyal backer of President Barack Obama's agenda, is facing the fight of his life in a suburban Philadelphia district Mr. Obama won easily two years ago.Across Pennsylvania, another Democrat, Rep. Jason Altmire, is competing in a district Republican John McCain took by a wide margin. Mr. Altmire is running away with it, by running away from the president. In their contrasting fates lie broader lessons for the coming midterms: Live by the president and you could die by the president. Democrats who have been thorns in the president's side are doing well in some of the toughest districts for their party, from Alabama to the steel belt of western Pennsylvania. But swing-district Democrats who have voted with the president in Congress are They。。

US National Weather Service says city's total snowfall for the month is approaching a metreNew York ground to a virtual halt on Friday after a ferocious winter storm brought nearly 60cm of snow into the city and the surrounding region.Commuters battled to make it into the city as train and bus services struggled slowly through the weather and motorists were warned against driving on dangerously icy roads. The United States National Weather Service said more than 50cm (20in) of snow had fallen so far, and that the storm was set to become the third heaviest on record. The storm is the latest in a series to hit America's north east, and it took New York City's total snowfall for February to more than 91cm (36in).In eastern Long Island, residents were warned to stay indoors as winds of up to 60mph blew through the area, while Philadelphia declared its fourth snow emergency of the winter.Among the storm's casualties was a 46-year-old man who died when a snow-laden tree branch fell on him in Manhattan's Central Park. The roof of a home in suburban New Jersey collapsed under the heavy snow. The slow-moving storm began on Thursday and was predicted to last through Saturday, with several more inches of snow forecast for New York City. It is the third heavy storm to hit the region in a month.According to Reuters, more than 1 million homes and businesses across the regions suffered blackouts on Thursday, and about 700,000 remained without power on Friday. Many businesses and schools shut for the day while hundreds of flights in and out of New York, Newark and Philadelphia were either delayed or cancelled.United StatesNatural disasters and extreme weatherNew YorkAnil Dawarguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions

I just think my children and your children would be much better off and much more successful getting married and raising a family, and I don't want them brainwashed into thinking that homosexuality is an equally valid and successful option - it isn't.Paladino beat establishment Republican candidate Rick Lazio for the party's nomination for governor last month. - Failed banks in the US: mapping the crisis
Banks are failing all over the US - it's the equivalent of $2,000 for every man, woman and child in the country in bad debt. See where they are and download the data• Download the dataFailed banks in the US have become such a regular event that many have stopped noticing them. But the effects live on.Last week, regulators shut down six banks in Florida, Georgia, Illinois and Kansas - making 138 US failed banks this year alone in the wake of the US sub-prime and housing crisis. So far.And the economy is a big issue in the US midterm elections 2010 - with high unemployment and a recovery that hasn't materialised for many Americans. The Federal Deposit Insurance Corporation (FDIC) insures banks for at least $250,000 per customer. It is the body which took over the banks last week - the largest of which was Hillcrest Bank, based in Kansas, with $1.6bn in assets. Also closed last week were First Bank of Jacksonville in Jacksonville, Florida, with $81m in assets; Progress Bank of Florida, based in Tampa, with $110.7m in assets; First National Bank of Barnesville in Georgia, with $131.4m in assets; Gordon Bank in Georgia, with $29.4m in assets; and First Suburban National Bank in Maywood, Illinois, with $148.7m in assets. What are assets? In the topsy-turvy world of banking assets are money that people owe the bank, such as a mortgage. The total for those that have failed since 2008 is $630bn - that's over $2,000 for every man, woman and child in the US.The FDIC keeps records on failed banks back to 1935 - and we thought it would be interesting to see how those that have failed in this recession - since 2008 - mapped out across the US. Where are the worst affected places? In terms of numbers, the worst-affected place was Georgia - with 46 failed banks since 2008. - From Russia with Oven Gloves: the Soviet spies in suburban America story | Stuart Heritage
The story of the Russian spies undercover in suburbia is almost a film already. So just help us flesh out the casting details and we can send it over to Hollywood asapLet's just cut to the chase here. This story about the Russian spy-ring living undetected in American suburbia will end up being turned into a film. It has to be. It's got everything - the long shadows and uncomfortable paranoia of a classic cold-war film, the hidden identities and dark secrets of an introspective Stephen Poliakoff piece and the zany, fish-out-of-water antics of, say, Uncle Buck. What more could anybody possibly want?Sure, there'll be problems along the way, but they're nothing we need to worry about. With so many families spread out across so many US states, the film runs the risk of becoming sprawling and disparate. While all the alleged spies will play a part, the film needs a focus. But which spies to focus on? Cynthia and Richard Murphy, the banker and her husband who lived a stone's throw away from the TV comic Stephen Colbert? Too boring. Vicky Peláez, the fiery, Castro-loving newspaper columnist? Who'd watch that? Anna Chapman, the adorable redhead who nobody seems to know very much about apart from the fact that she's an adorable redhead? Bingo! But who to play her? Although Nicole Kidman has the hair and - thanks to her role in Birthday Girl - the accent, something's still not quite right. She's slightly too old to play a 28-year-old, plus remember that this is essentially a film about spies cloddishly struggling with invisible ink and woefully camouflaged covert photography in a world of cyberhacking and unmanned drones. It's not exactly The Bourne Identity, is it? If anything, it's the espionage version of The Plank. That means that Kidman is out - we need somebody with better p
- Why shouldn't spies live in suburbia?
Clearly, no one in the FBI has ever seen a David Lynch filmSo, this alleged Russian spy-ring thing? It can't be for real. Invisible ink? Handler-assignation in Peru? Nubile young Anna Chapman, with her smouldering portraits posted on Facebook? Taking snapshots of suburban streets from gliding cars, like Google Earth never happened? Getting huge bundles of cash for winkling out the obvious?Actually, that bit makes sense. The big journalistic angle on this odd story is that this intelligence-gathering was supposedly going on in ordinary US suburbs. How amazing! Well, amazing if you've never seen a David Lynch film. Or the news. In a world that continues to find it incomprehensible that weird shit might be happening even in the suburbs, the ongoing need for special intelligence is surely quite an obvious one.Russian 'spy ring'United StatesRussiaDeborah Orrguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

- Go after the gunrunners | Gus John
You can't legislate for events like the Cumbrian shootings – but you can do something about the illegal weapons in our citiesThere has been much soul-searching since Derrick Bird went on a gun rampage in Cumbria, murdering 12 people. Some commentators have warned, rightly, against the government rushing to legislate in the face of public horror over such incidents. The Cumbria shootings and the public and media reaction to it aptly place into focus the two societies that make up Britain.Yes, the debate is about holders and users of licensed weapons, legally held and legally used, mostly in rural areas such as Cumbria, as opposed to those freely available illegal weapons that are used in urban areas such as London, Manchester and Glasgow. But it is also about crime and where it is expected to be part of the social order and where it is not.On Monday, the mayor of London, Boris Johnson, announced yet another intervention to stem the rise in youth violence and the number of murders of young people by other young people. Johnson wants to recruit 1,000 mentors to help turn young people away from gangs and youth violence. For the people of Cumbria, traumatised at the scale of the senseless killings around Whitehaven, there is an additional sense of shock that such a heinous crime could be committed in their area, which has one of the lowest crime rates in the country. But for many people, the rural idyll is no longer a guarantee of security; there is no sharp distinction between inner-city, suburban and rural patterns of crime. For several years now, for example, the Thames Valley Police have been dealing with crime perpetrated in rural areas by sometimes armed criminals resident in cities such as Birmingham and London who use the M1, M5, M40, M42 and M6.The government was rig

Bob and Jane Cull bought a house in suburban Ft. Worth, Texas in 1996 for about $233,000. It promptly started falling apart on them. They sued the builder. An arbitration ruling went for the Culls in the amount of $800,000.The builder spent $1 million fighting the $800,000. And yesterday, a lower court in Texas awarded the Culls $51 million. The builder is Bob Perry, the chief financial backer of the 2004 Swift Boat Veterans for Truth and of various other right-wing outfits. The story is actually even worse than the above. The case originally worked its way up to the state supreme court. The supremes -- every one whom received a campaign contribution from Perry, according to news story I linked to above -- vacated the arbitration award and kicked the matter back down to a lower court. And it was that lower court that produced the $51 million ruling.Perry will of course appeal again, and who knows, the bastard may never pay a penny. But one can at least take pleasure in the likelihood that he's suffering today. Not just because he financed a group of ideological hate-mongers, but because he also appears to be at least a partially lousy human being.Meanwhile, not to post-jack my own blog or anything, but the big topic in Washington today will be this story. I'll be back in a little while with some developed thoughts on it.
