    • Amref: Why we need a fourth year in Katine
The African Medical and Research Foundation explains why it has decided to extend its development work in Katine for an extra yearRead Amref's budget breakdown and activity plans for year fourIn July 2009, Amref invited a consultant to hold a mid-term review of the Katine project to assess whether the project was on track to meet its objectives. Although largely on track, the consultant's key recommendation after consulting with our partners (community members and government officials) was to extend project implementation for one more year and increase the financial resources available for the project. The recommendation for an extension is not unique to Amref. Many NGOs and donors are familiar with requests for costed and/or non-costed extensions to projects. The question that follows is why does development take so long? By looking back at our experience in Katine and in other projects we're implementing around Africa, we hope to shed some light on the complexity and realities of doing development in settings like Katine.Working in remote and impoverished settingsAfrica is overwhelmingly rural. Most people live in towns and villages, far away from the capital cities where health services tend to be concentrated. Acute poverty and chronic poor health make these communities some of the most vulnerable in the world. A lack of basic infrastructure (schools, health centres, accessible water sources, roads and available transport) is common in the areas in which we work, leading to a sense of isolation and exclusion from mainstream development.Katine is one example of our work, but there are others. We work with pastoralist communities in Ethiopia and Kenya, training health workers among their communities and establishing new mobile health clinics on their traditional migra

    • Somalia: Roots of war
Almost two decades on from the overthrow of Mohamed Siad Barre Somalia's internal conflict continuesSomalia's descent into anarchy began in 1991 with the overthrow of the dictator Mohamed Siad Barre. But the roots of the current power struggle, and its religious nature, are more recent. It began with the growing influence of a network of Sharia courts, which were established to dispense justice in the absence of a functioning government, and to provide social services and security.By late 2005 the influence and popularity of the Islamic courts union (ICU), which included moderate clerics as well as radicals, was sufficient to threaten the reign of powerful warlords who carved up much of the country. In the capital, Mogadishu, a warlord alliance began working with US intelligence agents to attempt to keep hold of power. In return for large cash payments they promised to hand over alleged al-Qaida suspects within the ICU.News of the US involvement only increased the ICU's popularity, and by mid-2006 they had taken over Mogadishu and quickly expanded their territory. While some saw the new Islamist administration as the best hope for Somalia in more than a decade, Ethiopia saw the irredentist tendencies of some of the ICU leaders as an existential threat. In December 2006 Ethiopia's powerful army swept through Somalia. The ICU disintegrated, but a new resistance quickly emerged. The Shabaab rebels were the most radical and effective. After Ethiopia withdrew in early 2009 Sheikh Sharif Ahmed, a moderate former ICU leader, was installed as president of Somalia in an effort to placate the Shabaab and other Islamist militant groups, though, it turned out, without success.SomaliaXan Riceguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to からほぼ20年間は、上のモハメドシアドバーレ、ソマリアの内部紛争continuesSomaliaの降下の無政府状態に転覆1991年に独裁者モハメドシアドバーレの転覆で始まった

Originally published in the Manchester Guardian on 15 October 1954Haile Selassie I, Conquering Lion of the Tribe of Judah, Elect of God, Emperor of Ethiopia, arrived at Victoria Station yesterday afternoon and was greeted by the Queen and others of the Royal Family. Not all the Government, civic, and military dignitaries who waited on him are tall men, but the Emperor still seemed slight and small among them, in spite of his cocked hat with a lion's mane for decoration. Sir Winston Churchill, Mr Eden, and Sir David Maxwell Fyfe came next, then the representatives of the forces, the City, Westminster, and the London County Council. The royal party left the platform and debouched into Hudson's Place, normally a dull thoroughfare at the side of the station, but yesterday brightened by a guard of honour of Grenadiers with a band to play the royal salutes. The Emperor put on his white glove and saluted stiffly as the Abyssinian national anthem was played, and appeared not at all surprised (though most of the onlookers were flabbergasted) when the guard commander addressed him loud and clear in Amharic. Military etiquette demands that, if possible, guards of honour should always be offered for inspection in the language of the inspecting officer, especially on state occasions. The Duke of Edinburgh marched briskly between the ranks with the Emperor, and the inspection was quickly over. • New Yorker's 20 under 40: a diverse and interesting line-up
Authors from countries including China and Ethiopia bring a fresh tempo to the story of life in 21st-century AmericaAnyone concerned that America is becoming an insular nation should take heart from the latest New Yorker list. Here are writers from China, Ethiopia, Russia, former Yugoslavia, all of whom are winding new immigrant stories into the narrative of American life in the early 21st century, much as the fugitives from war-torn Europe did in the 20th century.Dinaw Mengestu, whose first novel won the Guardian first book prize in 2007, speaks for a generation of young Ethiopians who have made Washington their home.Published in the UK as Children of the Revolution, the novel appeared in the US as The Beautiful Things that Heaven Bears – somewhat bizarrely, given its downbeat subject matter.Mengestu's cast of braggarts and drifters look on helplessly as the yuppies move in on their deadbeat neighbourhood, gentrifying the houses while boycotting the mouldering cornershops.Yet it is not only new characters that writers such as Mengestu or another Guardian prizewinner, Yiyun Li, bring to the party, but fresh tempos and tempers. Mengestu's prose is so restrained as to seem at times almost lethargic, while Chinese-born Yiyun Li's debut story collection and the novel that followed it have a flatness of style that is not incidental to her storytelling but an essential part of it.Compare these with the neurotic realism of the one married couple to appear on the list, Jonathan Safran Foer – another Guardian prizewinner – and the undersung Nicole Krauss, both of whom write within the rich European Jewish tradition of Isaac Bashevis Singer and Philip Roth. Or with Joshua Ferris, whose first novel, Then We Came to the End, offered a pin-sharp post-modern portrait of office life.O 中国やエチオピアなどの国々から筆者らは、21世紀のAmericaAnyoneでの生活の物語は、アメリカは、最新のニューヨーカーのリストから心臓を取る必要があります島の国になっている関係者に新鮮なテンポをもたらす

    • Letters: Large dams can help cement peace
Your informative report on the remarkable Gibe hydro-electric power project on the Omo river in Ethiopia (Report, 26 March) is of particular importance for a number of reasons. In a country which usually hits the headlines with news of droughts and famine disasters, the development of this massive potential source of energy is a great feat with enormous benefit for the surrounding region. Xan Rice's balanced report is commendable for its restraint from unsubstantiated comment, while recording the need for further careful investigation and planning. Many aspects are of special interest, including the tremendous scale of engineering within the Great Rift Valley and the complexities of management and financing. The benefits of power for the neighbouring countries are especially far-reaching in terms of stability and social conditions. There are many examples of power supplies which have delivered under active hostilities against all odds: for example in Mozambique where power from the Cahora Bassa station on the Zambezi continued to deliver power to South Africa across 1,500km of vulnerable land during years of hostility, and in Iraq in the 1960s to 1980s, where power generated within Kurdistan at Dokan dam continued to enter the national grid despite major hostilities. Being part of an energy grid or linked to an external supply can help to bring peace and stability – a benefit which deserves the widest support in the hostile and volatile conditions of the countries surrounding Ethiopia – possibly extending to Yemen in the east and African countries further west. This benefit justifies the widest international support. John RobsonCambridgeEnergyEthiopiaMozambiqueSouth AfricaKurdsYemenguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is sub 驚くべき愚弄する水力発電にあなたの有益な報告エチオピアのオモ川(報告書、26〜3月)の発電プロジェクト、特に重要な理由の数です

PM seeks to extend 19-year rule in first parliamentary elections since disputed 2005 poll that saw 200 people killedEthiopia's prime minister, Meles Zenawi, will seek to extend his 19-year rule on Sunday in the first parliamentary elections since a disputed 2005 poll that saw 200 people killed in the aftermath.Tens of millions of people are expected to vote in the ballot, after a tense build-up with the ruling party and opposition parties trading blame for the murder of several candidates and a policeman. The election is being viewed as a test of the government's pledge to advance democracy.Western countries will be paying close attention, particularly the UK and US, who have pumped in billions of dollars in aid since Meles came to power in 1991. Theysee Ethiopia as an important ally in the Horn of Africa region and are watching closely. The ruling Ethiopian Revolutionary Democratic Front (EPRDF) maintains tight control, down to village level, and is the overwhelming favourite. In its favour is a fast-growing economy and huge investment in infrastructure, particularly roads and hydropower dams, across the country. The government has also spent donor money effectively, especially on health and education. Most of its support will come in the rural areas where most Ethiopians live, but there are reports that some backing is due to intimidation. In urban centres such as Addis Ababa, however, the government is unpopular, particularly among the educated. The media are muzzled, and few non-politicians dare to speak openly about politics. Ethnicity is another problem. Along with Meles, many ministers and military leaders are from the Tigray ethnic group, who constitute around 6% of the population. • Letters: African democracy and human rights
The snubbing of the inauguration of Omar al-Bashir by Britain and the US, (World leaders stay away as Bashir sworn in for new term in Sudan, 28 May) demonstrates the hypocritical stance world leaders continue to take to the Sudanese president. In April, the international community accepted the results of Sudan's deeply flawed elections, despite evidence of ballot-box stuffing, political intimidation and violence at polling stations, in the hope of keeping cordial relations with Bashir. His indictment by the international criminal court for war crimes and crimes against humanity has been almost completely sidelined and it is believed that the US is preparing to lift trade sanctions on Sudan. Better relations with Bashir, it is thought, will bring peace to Sudan – yet talks on Darfur are at a standstill and the government continues to bomb Darfur's Jebel Marra with impunity. For over five years the world has pandered to Sudan behind closed doors, publicly issuing empty threats, which have resulted in conditions for the people of Sudan only becoming more desperate. It is time that Cameron and Obama took seriously the threat of a man who has killed over 2 million of his own civilians.Louise Roland-GosselinDirector, Waging Peace• Simon Tisdall sees the Ethiopian EPRDF's landslide victory in Ethiopia as a one-party march to the future (World briefing, 27 May). • London marathon field could be weakened by no-fly travel chaos
      • African athletes due to travel to London via Barcelona• Mara Yamauchi faces long journey from TokyoLondon marathon organisers are pulling out all the stops to ensure that the competition's elite runners are able to reach the start line of the race on Sunday. With the continuing travel chaos caused by Iceland's volcanic eruptions, organisers were faced with the nightmare of fielding a severely diminished start list. The men's race was most under threat with the world's biggest names based in Kenya and Ethiopia, but organisers have managed to put alternative travel arrangements in place and chartered a private plane from Nairobi – with a stopover in Djibouti – to land in Barcelona. From there the party of east African runners, which includes last year's champion Sammy Wanjiru, the world champion Abel Kirui and the three-time world half-marathon champion Zersenay Tadese, will travel overland to London should the flight ban still be in operation. The women's race has also been affected with Britain's Mara Yamauchi, last year's impressive runner-up, caught up in the chaos. Yamauchi, who finished sixth at the Olympic Games in 2008, had the foresight to book a flight from her home in Tokyo into Madrid at the weekend, but then faced a two-day journey by road and rail with her coach and husband to reach London. The defending champion, Germany's Irina Mikitenko, will travel by car from her home in central Germany, but Deena Kastor of the US as well as several Japanese runners face an agonising wait to find out whether they will be able to fly into the UK in time. All of the runners involved in extended travel arrangements are likely to encounter increased fatigue in Sunday's race. • Sudan's new year of fear | Ros Wynne-Jones
The peace deal that ended what was Africa's longest-running conflict is on the brink of collapseOn Saturday, there will be exactly a year left to prevent the return of a conflict that was once the longest-running in Africa – Sudan's north-south war, which claimed about 2 million lives. With elections due this year and 365 days left until the crucial referendum on independence for the south, concern is growing among analysts, advocacy groups and NGOs working in Sudan that the spectre of widespread conflict is once again a reality. The comprehensive peace agreement that ended the 22-year civil war between north and south Sudan has its fifth anniversary on 9 January. Anyone who visited the south during those years, the camps of displaced people in the north, or the refugee camps that sprang up along the Ethiopian border, will know how important it is to prevent the re-ignition of that war.Of the millions killed, hundreds of thousands were burned to death in their southern tribal villages, with women and children captured and taken to the north of the country. Entire communities were eradicated from the map in a country whose remote vastness hid the atrocities from the eyes of the world. This week sees the launch of Sudan365, a global campaign, as well as a major joint-agency report – Rescuing the Peace in Southern Sudan – which warns that a cocktail of rising violence, chronic poverty and political tensions has left the peace deal on the brink of collapse. Next Monday Daniel Deng, the archbishop of the Episcopal church of Sudan, and Rowan Williams, the archbishop of Canterbury, will meet Gordon Brown to discuss the growing crisis.
