One provision would make sure students don't see cuts in their Pell Grants even if Congress doesn't appropriate enough money for the program, and the other strikes obsolete language. But they didn't pass the parliamentarian's muster – despite extensive Democratic efforts to make the reconciliation bill bulletproof to just such a technical challenge.I'm sure the parliamentarian's ruling for the GOP was technical, probably on the grounds that the above condition, if described correctly, could conceivably add to the deficit, which reconciliation isn't supposed to. All the same, it's somehow fitting that it has to do with striking a provision that would benefit poor and middle-income college students trying to get loans to better themselves.
