barely a week after tropical storm “ondoy” devastated metro manila last year, typhoon “pepeng” came in and out, in again and finally out of northern luzon, wreaking havoc especially on the lower agno river basin of pangasinan, downstream of san roque dam. (see map.) forecasting the track of pepeng was quite a challenge since at 2 a.m. on oct. 4, 2009 it was heading out after hitting the san roque dam area the day before. but then, at 8 a.m. on oct. 4, the philippine atmospheric, geophysical and astronomical services administration (pagasa) forecast that it was coming back. pagasa reversed its forecast at 8 p.m. on that day and at 2 p.m. on oct. 5 that pepeng was heading out.
