    • Our battle to end hunger | Luiz Inacio Lula da Silva
Access to food is crucial for the world's poorest people. Leadership on this issue has never been more urgently neededThe fight against hunger and poverty must be placed high on the agenda of governments, multilateral institutions and NGOs. In 2050, the world population will reach 9 billion. To ensure their needs, the UN Food and Agriculture Organisation (FAO) points to the need for a robust increase in world food supply. African production will have to increase fivefold. Latin American production will have to double. The FAO estimates that 90% of those needs could be achieved with gains in productivity. But we also know that the problem of hunger is essentially a problem of access to food. The global challenges with respect to food supply are particularly complex, and the FAO can – and should – play a central role to fight hunger, stimulate the sustainable production of food, and enhance global food security.Leadership – and partnership – in this arena have never been more urgently required. Hunger and poverty go hand in hand, so in addressing food supply we can help tackle the broader challenges of achieving global sustainable development at a time of increasing suffering and instability in many regions. Families are facing pressures over vulnerable food supplies with little hope for relief in the near future. Just this month the FAO forecast that high and volatile agricultural commodity prices are likely to prevail into 2012.In fact, the bill for international food imports is expected to reach its highest level this year – $1.29 trillion – but the burden of that cost will not be shared equally. The UN-classified least developed countries will spend 30% more on food imports in 2011, raising their spending to roughly 18% of their imports, compared with a world aver null, responseDetails: Suspected Terms of Service Abuse. • Investment in agriculture and access to markets will help to feed the world
As G20 agriculture ministers meet this week they need to support new investment in farming and vibrant, transparent markets to address food securityAs the G20 agriculture ministers prepare to meet for the first time this week, they will be tasked with addressing a series of complex challenges that have an impact on everyone from smallholder farmers and entrepreneurs to scientists, policymakers, financiers and food consumers around the world. In other words, we all have good reason to take notice. Ensuring global food security entails weighing a series of related but independent challenges to identify possible synergies and opportunity costs. These include health and nutritional values, accessibility and affordability, farmer livelihoods and rural development, carbon emissions mitigation, and environmental and biodiversity preservation, to name only a few. What brings these variables together is agricultural markets – specifically, how they function and how and when they fail. We must support and build these markets, but also build plans for when they perform poorly or cannot meet social needs. At the recent UN conference on the least developed countries (LDCs), delegates emphasised the fact that private sector investments in low-income countries are expected to dwarf public sector investments and that well-functioning markets, especially for agricultural products, can help drive these countries' green growth agendas.G20 agriculture ministers are encouraged to foster policy coherence on these issues and to support vibrant, transparent markets, especially at the regional level. Ensuring food security is not only about production, but also about access. And so we need to see greater cohesion on international responses and policies that support access and distribution. A true “education” is a profound and complex thing. Narrowing its purpose to “gainful employment” in a “recognized occupation” seems to both demean our notions of “higher” learning while shoe-horning its purveyors into a new, decidedly un-capitalist, field of “employment guarantor.” Yet, the Department of Education’s “Gainful Employment Rule” demands precisely such a guarantee. 真の。。u0026quot;教育。。u0026quot;は深遠で複雑なものです

    • Gangster James 'Whitey' Bulger captured after 16 years on run
Boston crimelord and FBI informant was inspiration for Jack Nicholson character Frank Costello in Scorcese's The DepartedJames 'Whitey' Bulger, a notorious Boston gangster on the FBI's Ten Most Wanted list for his alleged role in 19 murders, has been captured near Los Angeles after living on the run for 16 years.Bulger, 81, was the leader of the Winter Hill Gang and a top-level FBI informant when he fled in January 1995 after being tipped off by a former Boston FBI agent that he was about to be indicted. He was arrested by the FBI on Wednesday evening at an apartment complex in Santa Monica after a period of surveillance, according to a local policeman.Bulger will appear at a federal court in LA facing a series of federal charges including murder, conspiracy to commit murder, narcotics distribution, extortion and money laundering. The FBI has endured a public perception that it had not tried very hard to find Bulger, who became a huge source of embarrassment for the agency after the extent of his crimes and the FBI's role in overlooking them became public.Prosecutors said he went on the run after being warned by John Connolly Jr, an FBI agent who had made Bulger an FBI informant 20 years earlier. Connolly was convicted of racketeering in May 2002 for protecting Bulger and his cohort, Stephen 'The Rifleman' Flemmi, also an FBI informant.Bulger, who was the inspiration for Jack Nicholson's character Frank Costello in Martin Scorcese's 2006 crime thriller The Departed, provided the Boston FBI with information on his gang's main rival, the New England Mob, in an era when bringing down the Mafia was one of the FBI's top priorities. But the Boston FBI office was sharply criticised when the extent of Bulger's alleged crimes and his cosy relationship with the FBI became public in

    • What about our Greek holidays?
How Greece's debt crisis might affect your travel plansAll across northern Europe, the great moral argument of our straitened times is being fought. Should we book our holidays in Greece now, or should we wait until the end of the week when the country defaults, brings back the drachma and military dictatorship?Clearly this is a complex subject, so let's try to put to one side whether all this would be a good thing for Greece, and look at how this might impact on your holiday.Firstly, we must summon up our inner Adam Smith. According to the credit ratings agencies, Greece is a worse economic bet than either Pakistan or Ecuador. Therefore, logically, we should expect the same value for money in Corfu as we get in Lahore. And then some. But as an average family holiday in Greece costs upwards of £3,000 – or four times the average annual wage in Pakistan – it should not be unreasonable to demand that each Cretan apartment now comes with its own laundryman and tea boy. I wish you luck arguing that one with the locals. It's true, however, that there are bargains to be had, but the crisis has not made it that much cheaper, in fact the price of some basic foodstuffs has been going up – for Greeks at least. As for the riots – it's unlikely they would affect tourists unless they deliberately head to Syntagma square. The cafes and bars are still open, they just don't have customers. However, are you likely to be stuck in strike-bound Athens in hellish August heat? The possibility cannot be ruled out, but Greeks, being the people who invented logic, don't usually strike during their own holidays. And Greek tourism is actually not doing as badly as you might think, thanks to all those freedom-loving Europeans, who have shown their solidarity with newly democratic T _NULL_

It's a funny thing about consumers. They are actually people, cleverly disguised as demographics, or target groups, or organized by complex algorithms into clever names like "savvy shopaholics" or “sales savants.” The reason this nagging point is important is that people, when they are wearing their consumer hat, don't silo brand experience. This is a nuance that is critical for brands to understand as they engage with customers, and can easily get lost as marketers and brand managers get deeper inside understanding what those customers really want. それは消費者がおかしなことだ

    • The reason why this deadly E coli makes doctors shudder | Maryn McKenna
It is past time for health authorities to curb the antibiotic misuse that created the resistance of this aberrant E Coli strainThe massive outbreak of E coli O104 in Europe has infected more than 1,800 people and left more than 500 with the potentially deadly complication known as haemolytic-uremic syndrome. It has leapfrogged borders to at least 13 countries and killed about 20 of its victims. As health authorities try to trace the outbreak to a food that can be removed from the market, it has focused international attention on the complex paths that agricultural produce follows in an era of global trade. One aspect of the epidemic, though, has received little notice: this aberrant strain is resistant to multiple classes of antibiotics. Among all the urgent issues raised by this outbreak, that drug resistance should ring the loudest warning bells – and prompt serious consideration of curbing the vast overuse of antibiotics that has created it.O104's resistance profile has been briefly mentioned, but as a curiosity that distinguishes the strain rather than as a concern. That is largely because the safest way to treat infections caused by an E coli strain that also produces toxins, as this one does, is to refrain from using antibiotics – since when the drugs kill the bacteria, they cause the toxins to be released and bring on the illness's worst symptoms. So since antibiotics are not being used against this E coli, whether they would work if tried has become just a matter of academic interest – one finding among many being posted on the internet by volunteer researchers performing rapid analyses all over the world. But even though it may be irrelevant for the current victims, the significant antibiotic resistance in this E coli strain is worth a second look. • Portugal debt downgrade: what the analysts say
Moody's decision to slash Portugal's credit rating to junk has disappointed traders – although analysts were not exactly shockedLouise Cooper, markets analyst at BGC PartnersWith all the drama of Greece, we have almost forgotten the other eurozone members with unsustainable debt levels. Last night, Moody's woke us up with its downgrade of Portuguese government debt to junk status. I read the Moody's statement and got a strong sense of deja vu – was I reading about Portugal or Greece? The truth is that Greece, Ireland and Portugal have unsustainable debt levels that are highly unlikely to be paid back. But this is politically unacceptable to many in Brussels and so they are tying themselves into increasingly complex knots to find a fudged solution that enables the euro project to continue.Andrew Garthwaite at Credit SuisseWe would have been shocked had Portugal not been downgraded to junk and even more shocked if it does not default – although of course we will call it something else. It is only on the face of things that the situation looks less dire than in Greece because the excess leverage is hidden in the private sector, whereas in Greece it is in the public sector. The usual smoke and mirrors can smooth the process of adjustment. More here.Ben Critchley, sales trader at IG IndexAfter a relatively uneventful start to the week, it seems as if Moody's downgrade on Portuguese debt sent the eurozone – and specifically some of its banks – shuffling back towards the abyss. Security court deals with 47 doctors and nurses accused of participating in efforts to remove monarchyDoctors and nurses who treated injured anti-government protesters during the unrest in Bahrain went on trial in a security court on Monday accused of participating in efforts to overthrow the monarchy. The prosecution of 47 health professionals is a sign that Bahrain's rulers will not end their relentless pursuit of the opposition despite officially lifting emergency rule last week. The doctors and nurses were charged during a closed hearing in a security court authorised under emergency rule imposed in mid-March. Charges include participating in efforts to topple Bahrain's Sunni monarchy, taking part in illegal rallies, harming the public by spreading false news, denying medical attention to several Sunni patients, assault, embezzlement and possession of weapons.Selected family members were allowed to attend Monday's arraignment. Amid tight security, relatives were given 30 minutes to talk to the defendants after proceedings were adjourned to give lawyers more time to prepare for their clients' defence. Another hearing in the case is set for 13 June.During the unrest, medical staff in Bahrain repeatedly said they were under professional duty to treat all casualties and strongly rejected claims by authorities that helping anti-government protesters was akin to supporting their cause. Most of the accused worked at the Salmaniya medical complex in the capital, Manama, which was taken over by Bahrain's military after martial law was imposed on 15 March. • Father Austin Smith obituary
The Catholic church of St Anne's in Liverpool was full to overflowing for the funeral of my friend Father Austin Smith, who has died aged 82. He was a complex, learned man, acutely aware of the political climate and yet rooted in his native city which had suffered the decline and dismantling of communities. In October 1971, Austin established the Passionist Inner City Mission in Toxteth. He continued to be a much loved and active presence in the Liverpool 8 district for the following 40 years. His influence extended far beyond. For many years, Austin was assistant chaplain at Walton prison. It was only ill-health that forced his retirement after 14 years' service.Born in Liverpool, one of two sons of Jim and Josephine Smith, he was educated by the Christian Brothers, and joined the Passionist religious order in his early teens. Pursuing his interest in philosophy and church social teaching, he began to earn a national reputation as a preacher and lecturer and was closely involved with Young Christian Workers and Young Christian Student movements in the 1960s.Then, encouraged by the fresh vitality after the Second Vatican Council, Austin made the choice not to settle in the comfort of monastic life, but began to articulate and propose new ways to reach out to people in places stigmatised as marginal. With the blessing of his congregation, he established the Passionist mission in Toxteth. His contribution to the struggle to overcome racism is well documented. Significantly, in 1981, during the Toxteth riots, Austin played a positive and pivotal role in articulating the deeper issues that were at play. He was uniquely placed to act as a go-between for the local community, the church hierarchy and the city leaders. He was a modest man, unimpressed by power or authority, sensi リバプールのセントアンズのカトリック教会は82歳で死亡した私の友人の父オースティンスミス、の葬儀のためにあふれに満ちていました

    • Yemen's President Saleh is ruling on borrowed time
Tribalism, family feuds and division within the army are likely to topple Saleh but peace and youth must fill the political vacuumFor a long time occupying Yemen's presidential hot seat led to exile and assassination. Two of Yemen's previous presidents were assassinated within a nine-month span and none of Saleh's predecessors lasted more than seven years in power. But Saleh managed to stay in the chair for so long that almost 75% of Yemen's population was born after he came to power in 1978.The secret behind his long survival is a cocktail of the politics of patronage, tribalisation of state institutions, the construction of a family regime, support from Saudi Arabia, and the creation of crises. For Saleh, every crisis is a precious source of borrowed time. The current crisis with the al-Ahmar family – who run Yemen's most powerful tribal confederation, the Hashids – seems to be the final one. This is because it is not a fight between an entrenched president and an influential tribal family. It was the family's endorsement that brought Saleh to power, and kept him there. Now he finds himself facing the very structure of power that he introduced. The current risky division within the Yemeni army is linked to tribal and family-based feuds and competition between the elites, and not to political orientations or defending the interests of the state and the military, as was the case in Egypt and Tunisia. What complicates the situation in Yemen is that the feelings of tribal and regional allegiances among most of the enlisted Yemeni soldiers are stronger than their military allegiance.Like other autocratic Arab leaders, Saleh presented himself to the world as the only available alternative to chaos and transnational terrorism. This is partly because, in an endlessly complex and bewildering situation, concrete figures at least offer a simple narrative: will Obama side with the hawks or doves? The numbers game has also been driven by the military on both sides of Atlantic, who have been defending their turf through extensive press briefings, suggesting all will be lost unless the surge is continued for just one more year. In fact, the immediate changes are slight, and inevitable if all Nato combat troops have to be out by the end of 2014. As Michael O'Hanlon of the Brookings Institution points out, the rate of drawdown will be initially be quite gradual. The US will still have 90% of its current forces in Afghanistan in 15 to 18 months time, and they will still be doing the same things in south and east Afghanistan. This announcement does mean a sudden switch from counter-insurgency to counter-terrorism.The big decisions on the Afghan conflict - that it could not be won militarily and that foreign combat troops would be out by 2014 - were taken long ago. In the light of those fundamental decisions, the anomaly was arguably Obama's decision in 2009 to approve the surge, but General Petraeus convinced the president that, given extra troops for an extra 18 months, he could set conditions for a peaceful transition. Those 18 months are now up, and it is hard to say whether those conditions are any more auspicious. The Taliban has been pushed out of some areas, but are likely to return once Nato pulls out. A large number of Taliban fighters and commanders have been killed, but there is every sign that th _NULL_

    • Food aid is needed desperately - but it is not the answer | Analysis: Helen de Jode
Underneath the high visibility famine lies an age-old way of living that has been disrupted by a modern world systemThe images of Africans affected by the drought in Somalia, Ethiopia and Kenya paint a grim picture – thousands of people are again in desperate need and are being provided with food aid to allow them to survive. But what the photographs fail to show is the reason why so many people have reached this state of destitution.Underneath the high visibility faminelies an age-old and sustainable way of living that has been disrupted by a modern world system, and whose ability to adapt to the cycle of drought has beenseverely undermined. An estimated 20 million people live in the dryland areas of the Horn of Africa; nomads, or pastoralists, who own livestock and feed themselves, their communities and the regional economy with milk, meat and other livestock products. Pastoralists have lived in the harsh and erratic dryland environments of the Horn for centuries, surviving its regular and repeated cycle of droughts through their unique production strategy that depends on mobility. While a farmer waits for the rain to arrive, a pastoralist moves to where the rain has already been – feeding their on the new grazing opportunities and accessing the water sources. Complex social systems that cross national borders, and the reserving of key areas of land for drought periods, have traditionally ensured that pastoralists have adapted to the extreme climatic variability they face. But in recent decades vast areas of the pastoralist land in the Horn of Africa have been taken over by agriculture and large-scale commercial farms – often in the key strategic riverine areas previously reserved for times of drought. This has undermined the whole system and reduced yields of milk and _NULL_

    • Afghanistan: The luxury of tea and chit-chat at the corner shop
When safety is paramount, the little things take on great importance in an Afghan dayThe man in the corner shop said he had not seen me for a while and offered me a morning tea. I had to refuse. Walking a short distance is one thing, but lingering on the street in Afghanistan and drinking tea is another.I had tea in the office instead. Then my team and I made a monthly plan. We included library management and IT workshops, which will be supported by funds from a foreign donor, as well as visits to the teacher training colleges in the outlying districts of the province. After the planning session, I had a successful meeting with the principal of the college. We talked about the way to write requests and the necessity of making detailed proposals that fit in with the objectives set out in the basic education strategy. I explained that a new couch for the office does not fit in with the strategy, but laboratory equipment, so that student teachers can improve the quality of their teaching by learning how to do and teach experiments, just might. We also requested permission for a gender awareness workshop, which was duly granted. My team and I worked hard to plan this workshop with activities that were culturally sensitive and appropriate – and at the same time made people think. At the end of the meeting I was offered chai by the principal for the first time since I arrived. I did not want to reject this small but important sign of hospitality and acceptance. In the afternoon there was a security briefing and the complexity of the situation here was well described. On my way back to the office I asked the driver to stop so I could buy fruit. As I am restricted in my movement, I rely on my driver for so much. • Eliminate Complexity -Media Training
When you are answering reporters’ questions, you must eliminate complexity. When dealing with the media, complexity is your enemy. It’s not that reporters are stupid (though some are dumb and others are brilliant). It’s just that by the time a reporter tries to read hastily written notes days after the interview, they can jumble things up. Even if the reporter doesn’t mess-up your words, there is always the chance that the editor, copy editor or producer will changes things ever so slightly in such a way that your message becomes totally garbled. It is far better to describe one single tree clearly to a reporter than it is to try to explain the entire forest. null, responseDetails: Suspected Terms of Service Abuse. • The old bear of the Assad regime is falling | Ali al-Hajj
Syria's people no longer fear the state violence machine. The only legitimacy they will accept now is from the ballot boxThese days wherever you go on the streets of old Damascus you can hear whispers anticipating the fall of the Assad regime. No one knows how. No one asks how. This was, for decades, the capital of Syria's silent republic. When you visit former ministers and businessmen close to the regime, you feel as if you are in a fantasy scene on a famous Syrian TV drama. The theatrics have succeeded in convincing the Arab world that terrorist extremists have infiltrated anti-government protesters, but they have failed to persuade the children of Deraa of that. The stooges tell you they are against the security forces' harsh tactics, and criticise the repression of the protesters. Yet at the same time they are convinced that the Syrian regime is based upon a nonnegotiable and fundamental philosophy: that of the iron fist. Political reform would require that the Assad regime unclench that fist, thus weakening itself and accelerating its collapse. Some of these regime figures have known first-hand how the west thinks. Some have served long years as ambassadors for Hafez al-Assad and his son, Bashar. They will tell you clearly: we know that the west is not merely toying with the regime, its pressure is not without weight, and President Assad is mistaken if he thinks he will survive on this path. Some express regret at the years of effort spent building Syria's international relations, which have now been laid to waste.Syria's people face that most violent and bloodthirsty of Middle Eastern regimes, yet take to the streets every Friday with bare hands and chests, affording tanks and snipers a simple chance to shoot to kill. The people defy all the complex and carefully or シリアの人々はもはや国家暴力マシンを恐れている

The UN must be empowered to lead humanitarian reform as we head into a more dangerous, disaster-prone futureTestimony from Lord Ashdown and others to MPs on the humanitarian response to the Pakistan floods disaster rightly acknowledged that only the United Nations had the credibility and capacity to organise and lead major humanitarian operations on the scale needed in Pakistan.Where the House of Commons committee erred was in concluding that because not everything happened as it should have in Pakistan, another root-and-branch review of the United Nations' humanitarian leadership was needed. This proposal may end up weakening consensus around concrete measures for much-needed changes which are already under way, actually delay the implementation of the improvements which the House and the United Nations both want to see and distract attention from a serious problem: that the humanitarian system currently discourages collaboration and collective accountability for successes and failures. The answer is to support the United Nations in the changes we are seeking to make so that we are the strong and strategic leader of humanitarian operations we ought to be.And make no mistake: this leadership is needed. We are heading into a more dangerous, disaster-prone and complex future where humanitarian operations need to be more professional, cohesive, effective and accountable than ever before. • The west goes wild as Obama and the Democrats ride again
With one cool shot, the US president brought down both Osama bin Laden and Republican claims to the mantle of western heroWesterns have never been seen as Democrat movies. But this is based on a misunderstanding. The western genre of American film is generally thought of as morally crude, politically reactionary and so on, but in reality it was always more complex. From Fort Apache with its depiction of military folly to The Searchers, a dark tale of racism and otherness, the master of the western film, John Ford, always explored ambiguous themes and invested his films with deep intelligence. Many other classic westerns portray characters who abhor violence – although they always use it in the end: Destry Rides Again and Shane both have heroes who are reluctant to take up arms. In these and other westerns it is only the bad guys who shoot for the sake of it and relish the wild side of the law. Yet somehow, in myth and political symbolism the bad guys are remembered as the good guys, the films of the wild west associated with the law of the gun. And it is Republican America, most successfully in the persona of Ronald Reagan and most dangerously in the would-be heroism of George W Bush, that has claimed the heritage of the mythic west. This is why cool-talking, straight-shooting President Barack Obama has just changed history. He has overturned more than three decades in which the Democrats looked through the lens of the western like wimps from back east, and Republicans posed as tough sheriffs. Now there is a new sheriff in town and a new message: if you want years of bumbling, messy, murderous war, a Republican is best, but if you actually want a president who gets his man like a real US marshal of legend ... vote Democrat in 2012.For a long time, Republicans have cast t つのクールなショットでは、米大統領が民主党の映画として見。。u200b。。u200bたことがない西部heroWesternsのマントルの両方にオサマビンラディンと共和党の主張をなびかせている
