No one bought the line that there were flaws in an election which the president clearly lost. Nor do they think they are part of a Franco-American conspiracy to install his rival Alassane Ouattara. Nor, with five other elections in the offing in the region, is there an appetite for the sort of power-sharing deals that defused similar crises in Kenya or Zimbabwe.The reluctance to initiate the use of force is understandable. Nigeria, the largest military power, has similar divides between north and south, Muslim and Christian. It holds the rotating presidency of Ecowas, the Economic Community of West African States, which has threatened to intervene if diplomacy fails. But the Nigerian president Goodluck Jonathan has little incentive to wage a war in a year when he himself faces an election.West African interventions have been successful in Sierra Leone and Liberia, but only when supported by outside forces. In this case the helping hand would be French: there are already 900 French soldiers at the airport. But as a former colonial power, their use in combat would be politically unacceptable. He claims these arguments are supported by official statistics, and this is not entirely untrue. I had been brought up to believe only men could be imams, something I never questioned until recently.An honest study of Islamic texts reveals that women are not forbidden to lead men in prayer – the Qur'an does not even address this issue. In fact the conditions required are Islamic knowledge, skill and piety – none of which are gender related. However, (mostly male) scholars maintain there is consensus on the impermissibility of women leading men in prayer despite lack of evidence to back up their position. In many quarters, this issue is not even open to debate, despite the fact that centuries ago it was discussed without controversy and a diversity of opinions was respected. And, while the structure is a bit wonky, Street's fascinating play helps to chip away at the myth that there is such a thing as a monolithic Muslim culture.Street's format is to suggest that we are all guests at Sunday lunch at the Khan family home in Sheffield. We meet the locally born mother, married to a British Pakistani, and three of her five daughters, ranging from the secularised Samina to the hijab-wearing Salima. Through the family gathering we get a mix of opinions and are offered a variety of food from pakoras to jam sponges. This air of inclusiveness makes it all the more shocking when Samina secretly confesses that she was once nearly driven to knife her abusive father. But the enclosed family atmosphere also creates problems: in order to admit evidence from the wider world, Street resorts to the clumsy device of having a relative read from a leaflet about Muslim women that's dropped through the letterbox.In the end, the contrivance doesn't matter because the material is so rewarding. Last week Liberty wrote to him pointing out that, as the burqa and niqab are a form of dress exclusively associated with Muslim women, this will amount to direct religious discrimination. By treating Muslim women less favourably than he would treat people of other religions he is disregarding the Equality Act 2006.Alternatively, he is indirectly discriminating by imposing a condition that has a disproportionate impact on Muslim women compared to those of other faiths. Unlike direct discrimination, which can never be justified, a claim for indirect discrimination can be defended on the grounds that the condition imposed was justified. We cannot see that any such justification exists here. Examples of circumstances where a requirement for a woman not to cover her face might be justified are where she is going through immigration control, or where having her face uncovered is necessary for her job – as in the case of a classroom assistant working with children for whom English was not their first language.To make the point that our law as it stands offers considerable protection to women who choose to wear the burqa or niqab, we have offered to represent any constituent that Hollobone refuses to meet with because she is veiled.But what if Hollobone gets his way, and a bill banning the wearing of the burqa or niqab were passed by parliament? This statute would have precedence over earlier ones and the provisions of the Equality Act would not protect women who choose to wear the veil.This is where the Human Rights Act comes into play. Arguments put forward to support these bans fall into four categories, none of which stand up to serious scrutiny.Banning the veil will liberate women. Generalisations about women's oppression under the veil do a tremendous disservice to one of the basic tenets of gender equality: a woman's right to self-determination and autonomy. Restrictions on women wearing the veil in public life are as much a violation of the rights of women as is forcing them to wear a veil. Muslim teachers in Germany we interviewed said they wore the headscarf out of choice. Bans on headscarves in some German states have led many teachers to abandon their chosen profession, leading to loss of independence, social standing and financial wellbeing. It is clear that many Muslim women in Europe who cover themselves do so out of choice. For those who are coerced, general bans would limit, if not eliminate, their ability to seek advice and support. It may leave them trapped at home, further isolated from society. European governments need to support these women, with better access to education, justice and employment, rather than put them under more pressure.The veil should be banned for security reasons. A wholesale ban on the full Muslim veil is a disproportionate response to the legitimate need in a variety of situations to ascertain someone's identity. As a result of this history, there is nothing worse than lumping two or three of these states together in any way – which makes it all the more ironic to mark how alike they seem to have become.Both the Netherlands and Belgium have been to the polls within days of each other, and both have produced rather similar results: a rise in narrow national, near-nationalist interests, coupled with a strong socialist showing. These are interesting trends.In the Netherlands, the big winner was Geert Wilders and his populist right wing Freedom Party that is openly anti-Muslim, and is only marginally less hostile to other foreigners. Their message is loud and clear: the Netherlands is for the Dutch, and only if they are white. With 15% of the vote, giving them 24 seats in parliament, they are a power to be reckoned with. Yet by 1500 the practice seems to have died out in European warfare. It lingered in the Mediterranean, where the ransoming of galley slaves continued for as long as maritime power depended on them. Even after that, Muslim pirates raided widely along the European coasts, as far north as Iceland. More than a million slaves were taken in this way between 1530 and 1780. All of them might be ransomed if they did not convert to Islam, and many were. That is the origin of the Roman Catholic redemptorist orders. The nearest large-scale modern equivalent was the practice of the West German government, before the fall of communism, of buying out from Eastern Europe and from Russia (though not, of course, from East Germany) ethnic Germans who were entitled under the constitution to citizenship. We have been complacent about sectarianism for too long.A good friend who works for a transportation company told me in 2007 that in villages along the highways to Waziristan where the Taliban had seized control were the bodies of butchered Shia Muslims. That year, Lahore's public was too busy mobilising about the judiciary and President Musharraf to pay the violence any mind.Sectarianism has a brutal history in Pakistan that existed long before militants in Afghanistan began calling themselves the Taliban. If they wanted to be legally married for the sake of convenience, they would go to their local registrar. They are unlikely to be doing it for the sake of appearances, or for their parents' sake.A small minority opt for a humanist ceremony because it represents a compromise between two religious traditions – Muslim and Christian, for instance – and that's usually fine by me. Humanism, as I often tell people, is the bit most of us agree on, namely that we should live by an ethical code and behave considerately. We differ only in our reasons. So I am happy to celebrate our common humanity and conduct a humanist wedding ceremony in those circumstances. I will always introduce myself as being trained and accredited by the British Humanist Association. I won't introduce hymns or prayers, but nor will I require the bride and groom to swear any kind of humanist oath. But numerous Christians like her and others have been victims of it, either because they have made a comment which has been construed as critical of the prophet of Islam or as a way of settling property and business disputes. Now she has become the first person to be sentenced to death under it.Did she blaspheme Muhammad? It seems more likely that she angered her tormentors in a theological discussion about the relative merits of Christianity and Islam. Such debates take place all the time among adherents of different faiths. Whichever it may have been, the law has created intolerable injustice for often powerless people and quite unacceptable restrictions on freedom of speech to which the state of Pakistan is committed.In undivided India, the British had laws which were meant to prevent incitement to religious hatred (yes, that is where this approach was first tried). The penalties, however, were generally moderate and proportional to the offences. Increasing Islamisation in Pakistan has made these laws more and more draconian. Thus there is now a mandatory life sentence for desecrating the Qur'an and a mandatory death sentence for blaspheming the prophet.We need to know urgently from our Muslim friends whether these laws are really Islamic. We had just been told we were going to Iraq.The lads had responded to this news by going out into the local town to drink the bars dry. Now, here was Luke, his behaviour the result of a heavy night numbing reality. I prepared myself to hear my friend talk about how he was worried about his family. But, he didn't want to talk to me about that. He told me he was worried about me.He asked me why I didn't drink or sleep with anybody. I told him it was my religion. He laughed and asked if I actually believed in all that. He told me how life was too short, how we were off to Iraq soon and how embarrassing it would be to die a virgin. Only a soldier could have put it so well.I found myself struggling to fault his logic. I had followed Islam for years, having grown up in an area of Burnley that was almost exclusively Asian. The anniversary of 7/7 seems to be an appropriate time to pause and take stock of the past five years, especially in relation to community relations and to review its prospects in the years to come.One common intention between the 7/7 bombers, groups such as Islam4UK and arguably the EDL, was to sow the seeds of discord and instil fear as a wedge between Muslim and non-Muslim communities. However what is overwhelmingly evident is that by and large, they failed to do so. Here we have a case where a group of people is quite vocally arguing that he is, while no one is bothering to argue the opposite case, that he isn't. There are two reasons for this. First, it's just self-evident to those of us who believe (know) he's not a Muslim that he's not a Muslim. As Colin Powell admirably said once, not that there would be anything wrong with that; but it just isn't the case. So why argue the point? Does one who believes the sun rises in the east have to run around arguing the point? No. Because it's just reality.The second reason is more problematic, because here, the doubter might say, okay, if he's Christian, what church did he go to? Ooops. There's an answer to that question, but it too is politically problematic, involving as it does old Reverend Wright, so for the doubters, that's not a particularly reassuring answer.But the real problem is that you have vocal people out there arguing that he's a Muslim, and no one countering it, so naturally more people are going to listen. That is the refrain across India after the Allahabad high court on Thursday delivered its judgment on the ownership of the land in Ayodhya in northern India where, until just over a decade and a half ago, the Babri mosque had stood for nearly six centuries.On 6 December 1992, Hindu mobs razed the mosque to the ground, inaugurating a cycle of communal slaughter. The mosque, they claimed, had been built upon the site of the Hindu deity Rama's birth, after destroying a glorious temple that honoured him.The mosque was thus emblematic of Muslim barbarity and Hindu servitude. As history, it was nonsense: there is no evidence to suggest that Rama even existed.But to its proponents – primarily the rightwing Bharatiya Janata party (BJP) whose hierarchs campaigned for the mosque's destruction and, according to some reports, incited the mobs to bring it down on 6 December – this atavistic act of vandalism was an announcement of India's irrevocable departure from the assumptions around which its nationalism had been built. Cameron's decision to walk out of the main centre-right political group where Angela Merkel and Nicolas Sarkozy, plus most other ruling EU parties, confer means that Britain's voice is absent in the key EU political debate on Turkey. Cameron's main EU partner is the recently defeated Polish catholic nationalist, Jaroslaw Kaczynski. He fought to get the Lisbon treaty amended to include a reference to Europe's Christian origins. Muslim women are not political pawns | Shaista Gohir The National Muslim Women's Advisory Group was little more than a tick-box exercise, which is why I had to resignThis week, I resigned from the government's National Muslim Women's Advisory Group (NMWAG), which was launched by the prime minister more than two years ago. We were supposed to influence policies by advising on empowering Muslim women; on issues affecting them; and on their role in preventing violent extremism. We did very little of this and instead were side-tracked into overseeing the delivery of projects, which was not our job. Whenever I raised concerns, my views were ignored by both the group and government.My frustration turned to anger in recent weeks when NMWAG suddenly took steps to be more visible and active after a long period of inactivity. I felt that this move was linked to concerns over a new government disbanding the group due to its lack of impact. I felt extremely uncomfortable about the timing of this renewed interest to empower Muslim women.I felt that I could no longer remain on NMWAG as a matter of principle. It was not an easy decision because I knew my resignation could mean my links to government being severed and damage my relationship with individuals on the group. However, I was compelled to stand up for what I believed in and sent a letter to the current minister for communities and local government, John Denham stating the reasons for my departure. My criticism was directed at NMWAG as an institution and at government policy rather than the individual women on the group. There will be relief that my dissenting voice will no longer pose a problem. This alone is worth digesting before considering that the people concerned are Muslim women who wear a full-face veil, or niqab. The authors of the legislation banning the wearing of the niqab in public directed their grandiloquent claims at this tiny target group. The French justice minister, Michèle Alliot-Marie, said on the eve of Bastille Day that the vote was a success for the Republic. France, she went on, is never so great, never so respected as when it is united around its values.Set to one side legal doubts about whether this law is compatible with guarantees of religious freedom and equality, as interpreted by France's constitutional council. In principle – and, indeed, in the forum of the European court of human rights – the twin test must be whether the measure, first, has a legitimate aim (public security or promotion of gender equality, perhaps) and, second, whether it shows proportionality. Is the measure proportionate to the aim being achieved? This, say legal experts, presents the sticking point.And cast aside, for one moment, questions about whether the niqab demeans women or whether the practice is inherently Islamic. For some MPs the Muslim vote will be vital | HA Hellyer Muslims are a small minority nationally but their votes will swing certain seats, and local issues will be keyThe Muslim vote in the UK is not large. The last census taken indicated there were 1.58 million Muslims in the country, and even taking natural growth since then into account, they probably constitute no more than 2-3% of the entire British population. Not particularly significant for politicians in this election.But that 2-3% is concentrated in particular urban areas, and as a result, it becomes proportionally much larger when considered part of a constituency population – in some cases, 40% in a single constituency. And then, they become very significant for politicians.The Muslim population of the UK is incredibly diverse – it cuts across racial and ethnic lines, as well as class. Its almost pointless to talk of a Muslim bloc vote in such circumstances – but there are some key common aspects. For one thing, Muslim Britons are generally (not exclusively) blue-collar, and the majority started to become very politically active in the early 1980s – a time when a party that specifically focused on the working class was in opposition, and wanted to swell up their ranks. Its not surprising, therefore, that Labour managed to command the Muslim vote for so long.This year is a different ball game altogether. Just like any predominantly migrant community, over time they have diversified in their voting patterns, with some switching to the Conservatives as they move up the economic ladder. Face to faith | Ian Bradley Liberals across all faiths should create a coalition to turn the fundamentalist tideThe compromises of coalition government are presenting many of us who are political liberals with the unsettling prospect of seeing cherished principles watered down in favour of policies driven by conservative ideology. For theological liberals this is an all too familiar state of affairs. For much of the last hundred years theological conservatism and its close ally, fundamentalism, have been in the ascendant across the world's major faiths, and liberalism in steady retreat.The consequences of this are all too clear to see: rising levels of bigotry within and across faiths, judgmental attitudes leaving no room for generous, fuzzy broad-mindedness, and an obsessive interest in sexual behaviour expressed especially in rampant homophobia.Increasingly, the divisions within Christianity are not denominational but rather between liberals and conservatives. Powerful new alliances are being forged between Roman Catholics, evangelical Protestants and Pentecostalists against abortion, homosexuality and liberalising social and cultural tendencies. It is not inconceivable that fundamentalist Muslims and Jews will soon also be entering these coalitions.What can those of a liberal theological inclination do in the face of this fundamentalist tide? We, too, need to band together across both denominational and faith boundaries. There are strong liberal traditions within all three of the great monotheistic faiths. In Judaism it is the rabbinic approach of imaginative interpretation of the Torah, so different from the literalism of the scribes and the Pharisees with whom Jesus clashed. It was the 2006 army coup ousting the elected prime minister, Thaksin Shinawatra, that initially triggered the present crisis.Thailand's continuing democratic example matters to Malaysia, to the south, where tensions over ethnic, civil and human rights sometimes produce autocratic responses, and even more so in Burma, to the north, where pro-democracy forces oppose a brutal military dictatorship. Part of my work is in a ecumenical project welcoming refugees and asylum seekers of all faiths or none and many friends here and at my church hold differing beliefs of some issues. But we come together to help people and at times to challenge politicians. Personally I would identify as a liberal evangelical and distance myself from what I see as a hardline Christian Right who seem to emphasise family, sexuality and abortion as the only key issues for Christians. In my church I see a loving welcome to people from all cultures and backgrounds and determined efforts to serve the local community offering free no-strings attached English classes. If I witnessed a negative reaction to an openly gay attendee from some members I would question my place in the church and I would talk to leaders about it. ... I checked about praying for release from demons in my church and the guess is this has maybe happened four times in ten years, none of these related to homosexuality. As they begin to like each other, their old ideas break down.The idea for the film came, in part, out of my own ethnic ambiguity. At school, a lot of people thought I was from Pakistan; I was bullied by racists both for being Pakistani and for being Jewish. Then, when I started out on TV, I got fanmail from Indians saying I was the best Indian comedian they had ever seen. Now that the two communities are so politically polarised, The Infidel's body-swap premise feels timely.I'm sure there might be some people out there who want to be angry about the movie, but I'm not worried about a backlash: we've shown it to groups of very devout Muslims, and so far they've been very positive. The important thing is that the film has a normal British Muslim family at the centre of it – they're both likable and flawed, and not defined only by their religion.There are some things that might upset Jewish people – such as a satirical scene in which Mahmud goes undercover at a bar mitzvah, and two divorcees hand him a petition in support of Israel. The big drama also comes when Mahmud and Lenny fall out over Israel – but that scene reflects the fact that Israel really is the elephant in the room in relations between Muslims and Jews. Governments are determined to prevent this, but the reality is that frequent terror alerts tend to increase rather than reduce insecurity among our people.The debates across Europe on new security laws to fight terrorism have sometimes created the false image that states threaten rather than protect their citizens' freedom. In fact, the often-assumed conflict between freedom and public security does not exist.Freedom and public security are not irreconcilable opposites. They complement and even depend on each other. Public security is a prerequisite for freedom, and protecting freedom is at the core of a democratic state's responsibility for public security.A state's monopoly on the use of force is justified if citizens can rely on it to ensure their security. The prevention of threats, along with law enforcement that involves prosecuting offenders, are crucial responsibilities, but they do not require, as a matter of principle, ever-newer security laws.Of course, security authorities need suitable tools to fight terrorism. As terrorists take advantage of new technologies, the legal and technical means used by security authorities must adapt accordingly. But terrorism cannot be fought by the security authorities alone.Prevention is better than repression. I read that calls are flooding congressional switchboards and that irate calls are vastly outnumbering pro-reform calls.I'm still struck by the fury of opponents. People seem to think this bill is going to result in the confiscation of their income. In truth, in the near-term, it will probably have a negligible effect on anyone who has insurance. If you have insurance, effective immediately, they won't be able to throw you off your plan, and they won't be able to set caps on reimbursements. Since those provisions really impact a small minority of people, the majority will likely see little impact in their lives. And if you don't have insurance, you'll have to buy some, but not for a few years yet. And even then, if you don't, it's not as if there are any actual penalties.So there's really just a lot of hysterical ideological nonsense about, because people hate government or think Barack Obama is a Muslim or whatever. But it has little to do with reality. Like any piece of big legislation, this will solve some problems and create a few new ones. My Name Is Khan film review A likable and slickly constructed Bollywood tale of understanding and tolerance has unwittingly provoked a storm in MumbaiIndian superstar Shahrukh Khan (often lovingly intialised to SRK) has found this film to be a lot more controversial than expected, even allowing for its plotlines involving US homeland security and terrorism. SRK plays an Indian man with Asperger's syndrome who, for reasons revealed as the film unfolds, is on a quest to personally deliver a message to the US president. Fox paid a lot to secure the international rights to this film and while the ultimate message it delivers, of understanding, community and tolerance, is one that deserves to be heard, it seems unlikely that it will have far-reaching crossover appeal – to say nothing of its problems in Mumbai, where the large and very vocal Shiv Sena movement have been attacking Khan via the film that bears his name. Western screenwriting guru Syd Field gets a credit for story consultancy, but the film is still very much structured according to Indian traditions. For instance, the interval is still used as the point where the film changes gear. As usual, the first half is more soap opera, spending plenty of getting-to-know-you time with the appealing characters before putting them through the wringer in the more politicised second section. Khan's quest lands him in government detention and sees him helping out a hurricane-ravaged Georgia town, while the post 9-11 climate sees anyone even vaguely resembling a Muslim under verbal and often physical attack. It's stunningly shot, on mostly US locations, and tackles plenty of hard topics – its deceptively light touch gets heavier as things progress. Today, however, the extent to which their grandchildren share experiences with one another is limited. Iran: Leave well alone Almost as soon as the story broke that an Iranian nuclear scientist had been killed by a remote-controlled bomb, an attack which Iran blamed on its three arch-enemies – exiled royalists, the US and Israel – important elements of the narrative began to fall apart. That slots the Detroit plane bomber into a gruesome tradition: Islamist terrorists who trained as engineers.There are plenty more. Khalid Sheikh Mohammed and Mohamed Atta, 9/11 mastermind and ringleader respectively: both engineers. Imam Samudra, plotter of the Bali nightclub bombings: an engineer. Kafeel Ahmed, who tried to bomb Glasgow Airport in 2007: an MPhil in aeronautical engineering from Belfast.That link is more than coincidental. Analysing data on 284 jihadis from across the Muslim world, Diego Gambetta and Steffen Hertog found that 69% had been to university – which, if borne out generally, suggests al-Qaida is better educated than the British workforce. And 44% went into engineering, with Islamic studies a distant second at 19%. Put another way, engineers in Muslim countries were between three and four times more likely to become violent extremists than other graduates.Why? It's not just a case of being handy with explosives – sadly, terrorist bombs are relatively easy to make. And it isn't simply because engineering is a very popular degree in developing countries – nearly 60% of graduate Islamic radicals in the west are also engineers. The link has something to do with economics. A good student in Cairo, say, might expect to go on to a well-paid job – yet graduate employment across the Middle East is hard to find. Frustrated ambition is often a catalyst for radicalisation – just ask Jean-Paul Marat.
