This is big news, via Brian Beutler:Just hours after Democrats and Republicans agreed to bargain on tax cuts, and fewer hours still after Defense Secretary Robert Gates implored Congress to repeal Don't Ask, Don't Tell this year, word leaked that Republicans aren't really interested in any of it -- a major repudiation of Gates' authority.According to a letter delivered to Senate Majority Leader Harry Reid this morning, Republicans will block all debate on all legislation until the tax cut impasse is bridged and the federal government has been fully funded -- even if it means days tick by and the Senate misses its opportunity to pass DADT, an extension of unemployment insurance and other Dem items. All 42 GOP senators signed this letter, which you can see here (and check out that crazy signature on page three, third one down, right-hand column - it looks like a Kandinsky).What this means first of all is that don't ask don't tell repeal is basically dead. All the Republicans I cited a couple posts down as potential votes for it have obviously now signed this letter saying that no business will be considered until the tax cuts are done, and the tax cuts are going to take (in all likelihood, I believe) basically all the time they have right up until Christmas. The singer who was once synonymous with political protest has been banned from Beijing. Might it do him some good?Bob Dylan's Asian tour, planned for later this month, has been called off after Chinese officials refused him permission to play in Beijing and Shanghai.The Chinese seem to be worried that he might say or sing something politically sensitive, as Björk did in 2008.As if Dylan would. Don't the Chinese know that these days the 68-year-old former protest singer is a respectable golfer who released a Christmas album last year and has even allowed Blowin' in the Wind to be used as the soundtrack of a TV commercial?But maybe the Chinese ban will do him some good. Don't blame the financial markets. The people have spoken, not the bond marketThere will be scapegoats aplenty over the months ahead about why the attempted Lib-Lab coalition failed at the first, but one cannot be the financial markets. If the stock market fell some 15% over the last fortnight it was not a conspiracy to frighten voters into voting Conservative or Nick Clegg to strike a coalition government deal with David Cameron. It was because there was a real and growing risk that the euro might break up.In the event the $750bn package agreed over the weekend has bought the euro some relief - and if the stock market fell today by 1% it had jumped 5% on Monday in relief at the scale of the package. The interesting feature of the last three months has not been the pound's and gilt markets' weakness - but their relative strength. Given the power of the rating agencies and the stage army of largely conservative inclined City economic analysts what has been surprising is how little rather than how much sabre-rattling about mountainous deficits and debt downgrades there has been – despite an avalanche of reporters hunting for the killer quote. That during the campaign and now over five days of negotiations only a team from BNP Paribas has - rather sillily - talked about a downgrade of UK debt is remarkable. The City has been surprisingly well-behaved.There are two reasons. Firstly, for two or three months the news on the deficit has all been good; the deficit in 2009/10 net of buying the bank stakes is some £155bn, well short of the scary £200bn numbers bandied about before Christmas. The recovery is strengthening. The two sides should take this opportunity to get back round the table and negotiate a solution.Mr Crow issued a characteristically belligerent response to Mrs Justice Sharp's decision in the high court yesterday afternoon to grant an injunction to Network Rail halting the strike because of balloting irregularities by the RMT. The courts, he claimed, had launched an attack on the whole trade union movement by their decision. This is an exaggeration. No union that conducts its ballots properly according to the reasonable requirements of the law – as most do, and as the RMT has done in the past – would be in danger of being injuncted.
