The junta must come to the table to negotiate with democratic forces. I believe that this is the best way to weaken the regime. There is a role for economic sanctions but they are not the one and only way to change Burma's political situation. Her house arrest is due to expire today, and there were rumours yesterday that the order for her release had been signed.Each of her previous spells of freedom have been brief since she was first detained in 1989, as she challenged restrictions which prevented her from leaving Rangoon. And there was no sign yesterday, her lawyer U Nyan Win said, that she would accept any conditions on her release. Aung San Suu Kyi is first and foremost a politician, and one who has sacrificed the best years of her life for the cause of bringing democracy back to her country. She is hardly likely to buckle to the generals' demands now.For its part, the junta has held elections in which voters were frogmarched to the polling booths, and many others stayed away. The army's proxy party now controls 80% of the parliamentary seats, although some independents are also in. But parliament has yet to sit, a president chosen and a government formed. The transition to a nominal civilian government is incomplete. So it is an open question whether the generals would allow the daughter of Burma's independence hero to derail their best-laid plans by holding rallies. Even less would it do so for a party which is now seen to be illegal because it boycotted the election. Their families and friends are kept under surveillance, harassed and intimidated.Tomorrow deputy prime minister Nick Clegg will attend an Asia-Europe summit, where he must press the case of Burmese democracy. International pressure has so far had little impact. The regime is supported by China, the regional superpower, which prefers not to see democracy movements active in its back yard.But the situation is not hopeless, if only for the reason that Burmese democracy activists themselves have not given up hope. We need Yeoh, star of Ang Lee's balletic fightfest Crouching Tiger, Hidden Dragon, in a thigh-toning allegorical tribute with great costumes. No doubt, in the film, as soon as those daft BBC World news cameras are done briefly reporting her plight, she'll toss aside her dull tomes of history and law. Then she'll take off most of her clothes and meditate exotically for a moment (watered-down Buddhism plays well with a western audience) before kicking and chopping her way around the house in Rocky-like anticipation of the final confrontation with her jailers. Which will be filmed, of course, outside, in the rain, in slow motion.I tell you what, let's have more women trivialised on film. We can call it the Martyrs' Cabaret. The general theme would be one of strong, real women turned into sad symbols of suffering, played by actors more beautiful, younger and less intelligent than they are. The list of flaws is long, but the most obvious one is surely that 25% of the members of the new parliament must be military nominees.But in addition to this, the regime has locked up over 2,100 of its political opponents, including of course Aung San Suu Kyi, and used its election laws to effectively prevent her party, the National League for Democracy (NLD), from standing.Those democratic opposition parties that have chosen to participate must operate under the most difficult conditions. The Union Electoral Commission which is responsible for nearly all aspects of the election process is nominally independent. But its actions have demonstrated that it is anything but.At a recent briefing for diplomats in the capital, Naypyitaw, for example, an election commission official facing a difficult question told his astounded audience that he would need to get instructions from the home ministry. It seems that even the pretence of independence has been abandoned.The combined effect of all these flaws is to tilt the electoral playing field almost vertically in favour of the regime. A brave documentary about a jailed Burmese comedian that is unfortunately stymied by the very censorship it is seeking to attack, writes Cath ClarkeThe thinness of this documentary about the imprisoned Burmese comedian Zarganar is miserable proof of the ruling junta's iron grip. Zarganar, a hugely popular figure in Burma, was jailed in 2008 for 35 years after speaking out against the government's response to cyclone Nargis. Anti-establishment to his bones, as a young stand-up he was summoned to perform in front of the prime minister – with a warning to steer clear of politics. He walked on stage with sticky tape over his mouth. There is a glimpse of him in footage shot by director Rex Bloomstein before his arrest, and Bloomstein returns to Burma undercover to investigate. But they can't get anywhere near Zarganar, and the friends and colleagues they arrange to interview won't speak – even passers-by flinch from the camera. The BBC and the Foreign Office are locked in talks over the future of the World Service. Some savings should be simpleLong ago and far away, I found myself cast as Lord Haw-Haw. Ian Smith had staged his UDI in Rhodesia. The government of the day had given the BBC World Service a dollop of cash to start emergency broadcasting in the country. And there I was, week after week, paid a pittance to jeer at the Smith regime's imbecilities. Ho-ho-ho-haw-haw! Which was (and still is) one of the things about Bush House that doesn't quite make sense.On the one hand, it's an independent and enviably serious voice of Britain in 32 different languages, costing £272m a year – money straight from the Foreign Office as a grant in aid. On the other hand, it can only provide what HMG will pay for. Sly stuff to give Smith's opponents added hope? Certainly, Mr Wilson. A television channel in Arabic to put the Middle East to rights? Certainly, Mr Blair. And now, as the crunch comes, the old game's afoot again.Of course the FCO wants to carve back its grant (by somewhere between 25% and 40% on the Osborne scale). In Whitehall terms, the Foreign Office has tiny resources. There isn't, frankly, too much to cut: so the World Service and British Council have to take their lumps. That's the price of depending on taxpayers for your daily bread. What the minister gives, the minister can take away.How do you fight the axe? We've been here before. Some blameless little service – say Burma's hour of sustenance a day – is said to be in danger after 70 glorious years of truth-telling. Instant reaction: totally predictable. Could there be a crasser candidate for cutting? Its audience (at 8.4 million) is rising, not falling, its role in bringing light to dark places manifest. We were betrayed in 1990 and this election, too, holds slim chance of change. Burma's best hope is still Aung San Suu KyiI remember that day. It was 27 May 1990. I was too young to vote, but I spent all day in front of a primary school turned polling station just a few doors down the street. In the afternoon, my father took us to the headquarters of National League for Democracy (NLD). I made sure I wore the NLD uniform, orange pinni jacket my grandmother sewed for me. I remember the euphoria and excitement on the streets. Turn-out was high, at 73%. People were jubilant with the prospect of finally seeing a new dawn for democracy. But they were betrayed.Fast-forward 20 years. Burma held its second election on Sunday. Scenes at Rangoon answered the question of whether or not Burma is a step closer towards democracy this time. Only police and security trucks occupied the streets. A clear sign of who is likely to dominate the political landscape.To get a sense of voters turn-out, I conducted a mini poll. Out of 57 people I contacted, only 14 voted, ie 24.56%. This would not reflect the reality but could be close given the reports that many stayed at home. Why would voters stay at home at this rare chance to express their voices and opinions?One explanation seems to be that without NLD, people had little faith in this election. That highlights the belief any democratic process must involve Aung San Suu Kyi and her party.
