A Chinese academic paper published Thursday warns the country is over-reliance on exports, despite its success in warding off the worst effects of the global economic downturn.

Even a modest price for carbon would encourage investment in green jobs and reduce dependency on foreign oil importsAny mention of climate policy was noticeably missing from President Obama's recent state of the union address. This is unfortunate because every day of inaction on climate policy by the United States government is another day that American consumers must pay substantially higher prices for products derived from crude oil, such as gasoline and diesel fuel. Moreover, a substantial fraction of the revenues from these higher prices goes to governments of countries that the US would prefer not to support. So, what is the cost of a single day of delay? US crude oil consumption is approximately 20m barrels per day and roughly 12m barrels per day are imported. An oil price that, because of climate policy uncertainty, is $20 a barrel higher than it would otherwise have been implies that US consumers pay $400m per day more, of which $240m per day is paid to foreign oil producers. Dividing these figures by the United States population implies that every US citizen is paying about $1 per day more for oil – and more than half of that may be going to an unfriendly foreign government.Why does this climate policy price premium exist? It is not due to a dearth of readily available technologies for producing substitutes for conventional oil. A number currently exist that are economic at oil prices significantly below current world prices of $80-90 per barrel. Several even have the potential to scale up to replace a large fraction of US oil consumption.Tar sands and heavy oils, gas-to-liquids and coal-to-liquids are all available to produce substantial amounts of conventional oil substitutes at average costs at or below $60 per barrel. After all, while buses, trams, light rail, and underground systems are less convenient than private vehicle usage, and while using such systems oftentimes involves sharing one's environs with too many people and too many competing body odours, at least it's cheaper than filling up one's car with gas and driving miles each day. Utilising public transport is a sensible, relatively painless way to penny pinch.But, in America, at least in part because public transport has not, in recent years, won the hearts and minds of the politically influential classes in many regions of the country, these systems are peculiarly vulnerable to cuts during the down-times. In fact, a poll released in early April by the Economist indicated that, faced with declining government revenues, more than twice as many Americans would want federal public transit subsidies cut versus reductions to highways expenditures. At a local level, too, many Americans' relationship to public transit systems is tendentious at best. Country-by-country tax reporting would help developing regions break their aid dependency – but the IASB is against proposalsSomething quite extraordinary is happening in the world of accountancy. The International Accounting Standards Board (IASB) that sets the rules on accounting for most of the world is considering a proposal for a new accounting standard put to it by civil society. This has never happened before.The proposal is for a cut-down version of what is called country-by-country reporting. That concept is explained here, as are the benefits. The cut-down version, explained in chapter six of this IASB document, is more modest. As a first step towards full country-by-country reporting, campaign group Publish What You Pay (PWYP) has asked for country-by-country reporting to apply to just the extractive industries for now. That term applies to those companies that are engaged in the oil, gas and mining sectors.What PWYP asks for is disclosure in the published accounts of multinational corporations engaged in the extractive industries of a breakdown of the sums they pay by way of taxes and similar charges to the countries that host their extraction activities. It also asks for disclosure of additional relevant information such as total sales by country, costs by country and reserves by country as well as the name of all local subsidiary companies so that the reasonableness of payments made and the legal identity of the local companies paying them can be determined.The intention of the proposal is clear. A few weeks ago we published the NHS National Treatment Agency for Substance Misuse's (NTA) latest statistics on the number of under-18s in England who are in treatment for drug and alcohol misuse.Today the NTA has released the 2009 figures by region, showing the number of young people receiving support for substance misuse in each area, the primary drugs and the outcome of support and treatment. The release coincides with the launch of a new Guardian microsite, in conjunction with the NTA, aimed at promoting recovery and reintegration for former drug users. According to the data, the north west had the highest number of children being treated for drug dependency over the past year - 4,916 - half of whom were over 16 and most of whom were male. The primary drug there, as in all the English regions, was cannabis, followed by alcohol.
