Every year, 5.5 million women in Africa risk their lives when they decide to terminate a pregnancy, due to poor health services. These are not risks any woman should be forced to takeMore than 250 health professionals, advocates and parliamentarians from countries throughout Africa and other regions have gathered in Accra to address the issue of unsafe abortion, one of the continent's biggest threats to women's health.While abortion is very safe in countries where it is legal and provided by trained medical professionals, clandestine abortion – the norm in most of Africa – can lead to death and serious injury. Approximately 26,000 African women die as a result of unsafe abortion every year. Another 1.7 million are hospitalised, and many others also suffer serious health complications, but never seek treatment.Over 90% of African women of childbearing age live in countries with limited or no access to safe abortion procedures. According to the most recent data available, of the 5.6m abortions carried out in the region every year, only 100,000 are performed under safe conditions.Here's another way to think about that statistic: every year, about 5.5 million women in Africa risk their lives when they decide to terminate a pregnancy. Drinking bleach or inserting sharp objects into their cervix are only two of the horrifying methods they use. These are not risks any woman should be forced to take.The terrible toll of unsafe abortion goes well beyond the individual woman. Losing their mother and care-giver devastates the lives of children and families, and losing a healthy woman's many contributions to society weakens her community. Unsafe abortion is also a serious drain on very limited public health resources. (C) SUMMARY: Bulgaria has decided to approve the sale of arms from a private Bulgarian firm to the Government of Yemen. The deal, funded by the UAE and worth approximately USD 55 million, will send small arms, explosives, ammunition, and other weaponry to Yemen in the first half of 2010. In light of the increasingly unstable situation in Yemen, and in response to our proposal for greater end-use monitoring, the Bulgarian Export Commission agreed to take extra steps to ensure proper delivery, storage, and accountability for the shipments, which began on January 5. The Export Commission passed on identification numbers for all items and stated that Bulgaria will comply with a USG proposal for additional monitoring, as well as coordinated efforts with their embassy in Yemen to heighten safeguards for proper delivery. Germany, Ireland and Sweden have suspended payments to the Global Fund to fight Aids, TB and Malaria over the corrupt use of grants by African countries. Could the media storm trigger a domino effect among donors that could severely undermine the fund's capacity to help the poor?Until a few days ago, the Global Fund to fight Aids, TB and Malaria had the enviable reputation of being one of the cleanest and safest channels of donor money to the poor in the developing world. Everybody knows there is corruption in Africa - but it never tainted the Global Fund. But now Germany, the third biggest donor to the fund after the US and France, has suspended the €200m it pledged for 2011, asking for an investigation into the fraud and misuse of money in four countries - Mauritania, Mali, Zambia and Djibouti. Ireland has also put its wallet away for the moment, delaying a decision on whether to continue its donations to the fund.What a difference a few days makes - and how fragile is reputation. The fund now fears a domino effect. As bank crashes have taught us, loss of confidence can do terrible things. And at a time of economic recession, revelations like these can give donor governments just the excuse they need to pull the plug.So the consequences are potentially very serious. But what has happened to cause the first dominoes to tumble? You'd think it must be some new and terrible revelation. In fact, it was a story on an agency newswire based on a report from October that is on the Global Fund's website. Although the fund does well in preventing its money being misused, it can't stop it entirely. I managed to give it back, though, explaining that we are not allowed to take them on planes.First, I saw Mary Amulo, who once tried to give me her baby son. She said it was like handing him over to a richer relative to bring up and not a big deal at all. I would bring him to visit. Hard to imagine anybody parting with their child, but I think she genuinely thought he would have a better life – and so would the rest of the family through my support and later, his. The extended family in Uganda is a financial as much as an emotional network. Anybody with a job can expect to to tapped for help by every relative, however remote. John Bosco, my driver, has 10 children in his Soroti house (his real home is in rural Katine), only four of whom are his. The rest are nieces and nephews whom he looks after and who get the chance of schooling in town.Mary has been very unwell, she and everybody else tells me. Malaria and pneumonia are part of it but I have a bad feeling there may be more. She has been complaining of pains in her side since the baby was born nearly two years ago. We take her for yet another check-up at the health centre. I reported 10 days ago on the police beating handed out to Belarus editor Natalia Radzina. Though rescued by friends at the time, she was subsequently arrested.Now there are reports of her suffering from ill-treatment in jail. According to a lawyer who visited her in jail, her ears were bleeding. Radzina, left, is charged with organising mass riots, a charge related to the protests by thousands of people in Minsk on 19 December against the allegedly rigged re-election of President Alexander Lukashenko's.Radzina, editor-in-chief of Charter97.org, was arrested along with all her co-workers at the website's editorial offices. In the latest move by the authorities, a warrant has been issued for the arrest of former journalist Nikolai Khalezin, co-founder of the Belarus Free Theatre. He has gone into hiding.The theatre is a high-profile thorn in the side of Lukashenko's authoritarian regime. Before launching the theatre, Khalezin was a renowned journalist who was fired from various newspapers for articles criticising Lukashenko. He was also a mentor to Radzina and Oleg Bebenin, who was found dead in suspicious circumstances three months before the elections. At present, 23 people are under detention by the Belarus KGB. Many observers fear a takeover by one or other extremist group. The danger, therefore, is that, we might blunder again, and that Cairo might adopt an adversarial democratic structure which would allow for such an outcome.The wiser approach would be for the Egyptians to ignore any majoritarian model and to opt, instead, for a government of national unity. Decisions could then be based not on the majority's more preferred policy from a choice of two options but, from a much wider selection, on the most popular option of every member in parliament. It's that rarest of TV beasts: a show that doesn't patronise its audience, (mostly) steers clear of cliches and trusts the characters to tell the story in their own time.It's hard to pull off time-shift dramas, as one thread invariably feels subservient to the other – an easy shorthand for filling in the back story of the main narrative. In The Promise, both story lines feel equally powerful. There's Len Matthews (Christian Cooke), a British sergeant who, after taking part in the liberation of Belsen, is posted to Palestine, where he finds himself in an ambivalent role as both protector and persecutor of the Jews who have returned from Europe determined to create a homeland. Then there's Len's granddaughter, Erin (Claire Foy), an 18-year-old on her gap year, a political ingenue travelling to Israel with her best friend Eliza, who is due to start her national service. Study reveals proportion of US adults aged 25 to 34 who are married has fallen by more than 10% since 2000The drift in America away from marriage as the central pillar of society has reached a crucial landmark with the proportion of young adults who have never married exceeding that of married couples for the first time since records began more than a century ago.An analysis of statistics gathered from 2009 and this year by the Population Reference Bureau underlines the sea change that has swept across the US since the 1970s when the steady decline in marriage as a social institution began.The PRB finds that in the past decade the proportion of American adults aged 25 to 34 who are married has fallen from 55.1% in 2000 to 44.9% last year. Meanwhile, the percentage of young people in the same age bracket who have never married marched inexorably in the opposite direction, rising from 34.5% in 2000 to 46.3% in 2009.A similarly consistent trend is found among the overall US population aged 18 and above, with married couples dropping from 57% to 52% over those nine years.The authors of the report, Mark Mather and Diana Lavery, put the recent drop in marital rates down to the economic collapse of 2008.They suggest that young couples are delaying tying the knot or even putting it off entirely as a result of economic distress. These systems have many common characteristics. They are open and adaptive. They include their own sources of innovation – for example, through sexual reproduction – by which they improve and respond to a changing environment. They take advantage of distributed cognition rather than central decision-making.The whole is greater than its parts, usually because of a combination of specialisation and exchange (of genes, ideas, or services). Success is easier to explain in retrospect than it is to predict in advance. Successful systems adapt through feedback, which amplifies successful innovation and kills off ineffective change: for example, survival of the fittest allows good genetic variations and combinations to reproduce; in markets, bankruptcy eliminates firms that fail.Systems such as this are difficult to design or manage centrally. But we can nurture institutions which make them likely to thrive, while remaining agnostic about their destination. We don't try to pick winners among firms, but we do set rules to make the market work better: preventing monopoly, promoting transparency, encouraging innovation and trade. The international community's capacity to cope with the world's humanitarian crises is crippled by an ever-widening funding gapHas the international community been too slow to respond to Pakistan's epic floods? Judging by the numbers, it would appear so. To date, relief agencies have only received about two thirds of the $459.7m the UN calculated was required for the initial response to the worst natural disaster in recent history.Yet, compared to other ongoing humanitarian crises around the world, this can be considered quite a robust effort. Excluding Pakistan, the United Nations is currently overseeing funding appeals for 17 distinct humanitarian crises. Only six of these emergencies are funded above half of what the United Nations says is required for relief efforts. Haiti, despite all of the attention, has only received 70% of its $1.4bn appeal. No appeal has received more than 75% of funds requested.When a flood, hurricane or drought strikes a poor country, the world looks to wealthier countries to fund an emergency relief effort led by UN agencies and international non-governmental organisations. Between the floods in Pakistan, the Haiti earthquake and these 16 other current crises, the international system for responding to humanitarian emergencies has reached the limit of what it can accomplish by depending on the generosity and goodwill of wealthy countries.This is deeply problematic for the humanitarian organisations to which the world turns when people are suddenly uprooted by conflict or natural disaster. UN agencies like the World Food Programme (WFP) and Unicef are funded entirely through voluntary contributions. Mikhail Khodorkovsky does not fit that pattern. He is one of a post-Soviet generation of businessmen who acquired lucrative shareholdings in state enterprises in exchange for supporting the former president, Boris Yeltsin. Most Russians consider that deal a colossal theft of public assets. The beneficiaries became known as the oligarchs.Now Mr Khodorkovsky is in jail, convicted of fraud in 2005 and facing new charges that would see him imprisoned for another 20 years. His fate reveals a lot about the direction Russia has taken in the decade since Vladimir Putin took power.Mr Putin offered the country's media and energy barons a deal. They could keep some of their wealth if they renounced any ambitions to meddle in politics. Most acquiesced; Mr Khodorkovsky did not, seeking to fund liberal trends in an increasingly authoritarian, nationalist climate. That is why he lost his freedom.Writing in today's Observer, he describes himself as a political prisoner and calls on Britain to challenge Russia on human rights and corruption. Many Russians would question the authority of a former oligarch in passing moral judgments. Khodorkovsky is no Solzhenitsyn. But the thrust of his argument is sound. The Kremlin exercises power capriciously and without regard for the rule of law. At the domestic level, that makes for individual tales of injustice. At the global level, it poses a strategic threat. Western donors would be wise to resist the temptation to pour money into the south as a counterweight to KhartoumTwo countries will be created when more than 3 million Sudanese vote in a referendum on independence on 9 January. South Sudan will be reborn for the first time in over half a century, an act of secession which should put to rest the ghosts of Africa's longest and bloodiest civil war. North Sudan, however, will not be able to emerge from this process unchanged.President Omar Hassan al-Bashir vowed in his last speech to turn Sudan into a state governed by sharia law if the south chose to secede. Although the north is largely governed by Islamic law already, an interim constitution which recognised the country's ethnic and religious diversity would be overturned. The number of Christians living in the north is hotly disputed, but their ability to live in whichever part of the country they wish and to move freely across the border after a new state in the south is created would be integral to any post-referendum settlement. Al-Bashir's incendiary words were intended to raise the spectre of mass expulsions.His were not the only noises off. Sudan's army attacked a rebel group in a village in South Darfur, which was also an attempt to draw the southern ruling party, the Sudan People's Liberation Movement (SPLM), into the fray. This was preceded by a series of bombing raids on its territory, which the northern army denied any involvement in, even though theirs is the only airforce around.Day by day, the referendum is becoming a reality and with it the realisation that both sides will have to find a means of living with each other. There will be a number of hurdles. We are writing to appeal for clemency in respect of the death sentence passed upon Tariq Aziz (Report, 27 October).We the undersigned bishops met with Mr Aziz during a visit to Iraq in 1999 when he was foreign minister in Saddam Hussein's government. Major General Cross engaged with many aspects of the regime and saw for himself the consequences during the period from 1991-2003.During our conversation in 1999, we appealed to him for an end to the suffering which Saddam's regime brought to many people in Iraq. In particular we drew Mr Aziz's attention to the suffering of children in hospitals where medical equipment and medication were being withheld. We understood this equipment was in warehouses, not being released.We do not question the guilt of Mr Aziz in respect of the crimes for which he has been convicted. We hold no brief for his activities under Saddam Hussein. He is currently a very ill man and will in probability die from his illness.Our appeal is on a humanitarian basis. Nothing will be served by his execution. He has largely been forgotten during his imprisonment since giving himself up to the coalition forces. His own view that he would die in prison would in our view be a sufficient punishment.The indiscriminate use of the death penalty during Saddam's regime was widely condemned in the west. To support such action now would be a failure of moral courage. Will David Cameron's idea to leverage extra funding for polio eradication work in a recession? David Cameron pledges £40m for polio vaccines at DavosBritain is to double the amount of money it contributes to the effort to stamp out polio, from £20m to £40m a year over the next two years – but unusually, it comes with strings attached.The increase in funding will only be paid on two conditions. The first is in keeping with the international development secretary's stick-and-carrot aid philosophy that says that incentives to better practice must be built in and results measured.Countries will have to strengthen their routine immunisation programmes – which means improving the work of clinics and outreach teams so that more children receive basic vaccinations, such as measles and DTP (diphtheria, tetanus and pertussis, or whooping cough).But the second condition is unusual. The extra £20m a year will only be paid if other countries or organisations put in more cash. Britain will pay £1 for every £5 contributed by others. The idea is to leverage extra funding from countries that might be thinking of cutting back on their aid spending in recession. If it works, it is a triumph. If it doesn't, the polio eradication effort will be short even of the British contribution.The idea is not original. The US pledged to contribute a third of the funding for the Global Fund to fight Aids, TB and Malaria, which put pressure on the EU and other donors to step up their contributions. You clearly outline the challenges my country faces (Report, 16 November). Preparations for voting are behind schedule, troops are building on the border, and expectations are very high. As leaders of Sudan's Catholic church, we are acutely aware of the uncertainty and fear that burden the people of Sudan as the country faces the vote on independence in the south. However, these tensions need not and should not lead to war. Regardless of the choices made and the lines drawn, peace is possible.If the outcome of the referendum proves flawed or manipulated, it is likely to lead to instability and violence. Careful monitoring and an international mechanism must be put in place to resolve any dispute. I urge the foreign secretary to support this process during his time heading the UN security council. Regardless of the result, hundreds of thousands of people may migrate or be forced to migrate. In my diocese, we have readied ourselves to respond to the urgent humanitarian consequences, supported by Cafod and other Catholic aid agencies.Fear needs to be replaced by hope. As spiritual leaders, we have been working tirelessly as counsellors and peace-makers, and we will use our influence to try to maintain calm. She later pursued secretarial and accountancy courses, and married a chartered accountant, Lindon Pottinger, with whom she established a number of businesses in Kingston, including a bicycle store, and a shop selling her home-cooked patties.Lindon began to produce records in 1961, recording local acts such as the Mellow Larks and Jimmy James. Founding the labels Gaydisc, Golden Arrow and SEP (his wife's initials), he opened a small recording studio at the family home. It was the first such facility in Jamaica to be owned and operated by a black person. There, he recorded artists including the Maytals, Derrick Harriott and Lord Tanamo. The material was sold at the Tip Top record shop and distribution centre, established by the Pottingers on Orange Street, then the centre of the Kingston music scene.Although he continued to produce records into the rock-steady era, in 1964 Lindon sold his recording equipment to the better-established producer Duke Reid, who installed it in his newly constructed Treasure Isle facility. Once upon a time, that was the kind of thing progressives stood for. Those on the left who reflexively conflate the Paul brand of libertarianism – embodied most robustly by his father Ron – with the aims of cynical theocrats like Sarah Palin or Jim DeMint not only abdicate any pretence of intellectual responsibility; they deprive themselves of a powerful ally. There's a reason why Mitch McConnell and the rest of the Republican establishment were spooked by the idea of Rand Paul in a GOP senate primary. He'll be a thorn in their sides for years to come and, along the way, likely foster a few schisms within an otherwise absurdly uniform caucus. The phenomenally successful quartet was manufactured by the German record producer Frank Farian. Its male singer and dancer was Bobby Farrell, who has been found dead aged 61 in a hotel in St Petersburg the day after giving a performance of Boney M hits with his own group.Farrell was born in Aruba, in the Caribbean. As a teenager he became a sailor for two years before settling in northern Europe. After travelling in Norway and the Netherlands, he based himself in Germany, where he worked sporadically as a disc jockey and a dancer.In 1975, Farian concocted the song Baby Do You Wanna Bump? and decided to find a team of singers and dancers to perform it in clubs. Four young African-Caribbean performers resident in Germany – Farrell, Maizie Williams, Liz Mitchell and Marcia Barrett – became Boney M. The foursome had a constant stream of hits across Europe (including the Soviet bloc), Latin America and Asia between 1976 and 1982.Estimates of the group's record sales vary between 100m and 150m. But there was a later change of policy. In 1943 Sweden admitted nearly 8,000 Jewish refugees, mainly from German-occupied Norway and Denmark; Count Bernadotte, of the Swedish Red Cross, near the end of the war secured the release of 31,000 inmates from German concentration camps, several thousand Jews among them, who were brought to Sweden; and Raoul Wallenberg, the Swedish consul in Budapest, from 1944 onwards issued Swedish passports to thousands of Hungarian Jews, saving them from the death camps and enabling many to go to Sweden. The committee of the House of Representatives on un-American activities has begun a solemn survey of the question of Communism in Hollywood.Perhaps in order not to appear too judicial the committee has announced in advance of its inquiry that it is convinced that there is a large and dangerous degree of the revolutionary spirit in Hollywood: this judgement might be based on the preliminary inquiry conducted there some months ago. Many witnesses will be Hollywood actors or directors who had been dragged wholesale to Washington by the committee at great personal inconvenience.One of the purposes of the present investigation is to prove that during the war the Federal Government brought pressure on Hollywood to make pro-Russian films, or at least to abstain from making films hostile to Russia, which was the United States' ally. Those who know Hollywood intimately say that it is indeed true that there are some Communists among the actors, writers, and directors. But they are few and if they have been able to put Communist propaganda into films no one can remember having seen it. Advice to aid agencies to seek a green light from the Taliban to work in zones under their control is hardly groundbreaking counsel (Afghan aid workers advised to seek permission from Taliban, 15 October). In any conflict situation, humanitarian organisations must negotiate access with the men with the guns.In order for humanitarians to reach the people trapped in the midst of conflict, all parties need to understand that they come with no political, religious or economic agenda – they are solely there to provide desperately needed assistance. But to generate that understanding, you need to talk. You need to talk to everybody regardless of the side that they take.In Afghanistan, Médecins Sans Frontières (MSF) has been talking to all sides – the Afghan, US, UK and other European governments, Nato, Isaf and opposition groups – and we are not the only organisation to do so. This is facilitated for MSF by the fact that we do not use any government funding in Afghanistan and rely solely on private donations. Through dialogue, we could access Helmand province and are now supporting one of only two functioning hospitals in the whole of southern Afghanistan.Humanitarians working in the most violent parts of the world always seek to maintain dialogue with the parties to a conflict – state or non-state, military or irregular. Google's investment in windfarms could be dismissed as another example of its ever-extending grasp – yet it will benefit us allThe western half of the United States has a deep-rooted distrust of government. The rich geeks of California especially, as Paulina Borsook documented in her 2000 book, Cyberselfish, have a snappish, libertarian relationship with it – even though the smooth roads, clean water and quality infrastructure they take for granted were provided by government funds, as were the beginnings of the technical base (computers, the internet) on which their businesses were built.It seems as though the richer and more successful the geek the more he believes he can do a better job allocating funds and building stuff than government can. And so we come to this week's announcement that Google is investing tens of millions of dollars in the Atlantic Wind Connection, on top of a prior $40m (£25m) investment in windfarms in North Dakota. The logic behind the Atlantic project: most of the US's population centres are along the north-east coast; transmission losses make windfarms in the midwest and beyond too distant to power those energy-hungry areas; there's lots of wind a lot closer just offshore in the Atlantic. But without cables in place to carry the electricity so generated to the existing power grid, what's the point of building windfarms? The investment Google and two other companies are making is aimed at getting that connection started, making the whole project more viable and therefore more likely to happen sooner rather than later.Obviously, this is not an investment that's going to benefit Google immediately – it will take years and billions of dollars before the project is complete. So the Senate voted overwhelmingly last night to close debate on the tax deal, by 83-15 with two not voting. Lots of people are remarking on how surprising it is that most liberal opposition melted away at the last minute, as only nine Democrats voted no. But I'm somewhat more surprised that only five Republicans voted against. One of those five, George Voinovich of Ohio, opposed it for his own reasons, that he didn't think the tax cuts were defensible. But only four voted no from a conservative position.So why is this interesting? Because, remember, Rush Limbaugh has been fulminating against the deal, and a couple of national tea party groups said they opposed it and would pressure lawmakers to do the same. Those are usually pretty powerful levers in GOP politics, but this time, their efforts fizzled.Maybe they just want to get home for Christmas. Maybe they're waiting to see what the House does. Remember, the Senate will vote again on final passage. If House liberals succeed in making the estate tax numbers more progressive, maybe a lot of GOP senators will break against it and it will barely pass next time (when it needs only 51, not 60).As much as liberals are attacking the whole business as another Obama sell-out, I can guarantee you that Limbaugh and the conservative blogosphere and commentariat will spend the holidays inveighing against this massive sell-out by establishment Republicans to Obama, thus steeling the resolve of the incoming class of tea-party-backed senators and House members to block such capitulations to socialism. It seems more likely that she angered her tormentors in a theological discussion about the relative merits of Christianity and Islam. Such debates take place all the time among adherents of different faiths. Whichever it may have been, the law has created intolerable injustice for often powerless people and quite unacceptable restrictions on freedom of speech to which the state of Pakistan is committed.In undivided India, the British had laws which were meant to prevent incitement to religious hatred (yes, that is where this approach was first tried). The penalties, however, were generally moderate and proportional to the offences. Increasing Islamisation in Pakistan has made these laws more and more draconian. Thus there is now a mandatory life sentence for desecrating the Qur'an and a mandatory death sentence for blaspheming the prophet.We need to know urgently from our Muslim friends whether these laws are really Islamic. The different formal schools of medieval sharia were unanimous that anyone who insults the prophet is to be put to death and differ only about the method of execution. The two Ks played a total of 167 serious games against each other, locked in combat for hours and hours and devoting even more time in preparation for these encounters. Perhaps it is no surprise that, in spite of their differences, this stressful intimacy created a curious symbiosis, evident from Kasparov's descriptions of their sometimes lengthy postmortems: who else can they turn to if they want to work through these games?This is a serious book and it deserves serious attention. Every one of their encounters between 1988 and 2009 is documented in detail, practically every move and thought analysed, not just in terms of the game itself, but with reference to their past meetings, so that following the annotations is sometimes like looking into a hall of mirrors. In previous volumes the analysis has been offset by a compelling narrative away from the chessboard, with the shadow of Soviet politics above their every move. Governments who tell public sector workers to toil longer for less money are first going to have to make sure the jobs existIt is easy to dismiss the demonstrations that took place in Brussels and across Europe yesterday as irrelevant, venting the anger of the impotent. It is true that for most of the decisions affecting budgets, public sector jobs or retirement age, the streets of Brussels are the wrong place to be. National variations also complicate the task of making a cogent argument against the rush towards austerity.To take just three examples: the rightwing German chancellor, Angela Merkel, has been to the left of her British, French and Spanish colleagues by paying firms to keep their workers in jobs; with the longest retirement in Europe and a shortfall of €42bn by 2018, France had a problem funding its pensions long before bankers messed up. After an unprecedented boom followed by an equally sharp bust in which hospitals and schools were shut, there has hardly been a peep from the Latvian workforce. The economic clock may have gone back a few years but not as far back as 1991, which in eastern Europe is the bottom line.And yet John Monks, the general secretary of the European Trade Union Confederation, is surely right to argue that European governments should listen to its workers as well as its markets and that the rush towards austerity risks tipping a fragile recovery back into recession or stagnation. It looks that way in Spain, where economists predict a growth rate of 0.5% after a budget that almost halves the deficit in two years. The bigger problem that the European economy faces is not ballooning public spending but the collapse of demand and revenue. After her mother died in 1969, Lesley was the backbone of the family. She became the full-time national secretary of the Youth Campaign for Nuclear Disarmament in the mid‑60s.Lesley and I met when she was organising the distribution of CND leaflets at the 1967 Liberal party conference in Blackpool. We married the next year and then moved to Manchester, where Lesley enrolled at the polytechnic (now Manchester Metropolitan University) to study history and politics.We then had two sons, Tom and Sam, by which time Lesley was teaching secretarial studies at Bradford College. The difference between Kent and Yorkshire pronunciations provided much entertainment in her shorthand classes. As you know, GOP senator Lisa Murkowksi recently lost the Alaska senate primary to Joe Miller. She has been mulling a third-party candidacy of some sort. Today, Roll Call reports:Sen. Lisa Murkowski (R-Alaska) will likely be forced out of her party leadership position should she decide to launch a write-in or third-party candidacy, a Senate Republican said Wednesday. Murkowski, who conceded the GOP primary last month to Fairbanks lawyer Joe Miller, could announce as soon as Thursday whether she will continue her campaign for re-election as a write-in candidate. She has also held talks with the state's Libertarian Party leaders about running under their flag. Although Senate Minority Leader Mitch McConnell (Ky.) and other GOP leaders have not yet formally discussed what to do if Murkowski does run, the Senate Republican said there is likely no scenario in which she would be allowed to remain Republican Conference vice chairwoman. According to this source, Murkowski could simply resign her position, or McConnell and other leaders could press her to resign. The conference could also formally vote to strip Murkowski of her leadership mantle.Okay now. Think back to 2006-2007. Remember what I'm talking about?Then-Democrat Joe Lieberman lost a primary, to Ned Lamont, who became the Democratic nominee for US Senate. Lieberman, of course, ran as an independent. And he won. What did the Democrats do? Your report (Handcuffed, a midwife is led into court, 23 October) is a shocking indictment of the Hungarian maternity system. Agnes Gereb, a qualified obstetrician, had her own third child at home just before she held the first home birth conference in Hungary about 20 years ago. In 2003 a group of us who attended and spoke at the second home birth conference she organised, including Dr Marsden Wagner, previously director of maternal and child health for the European region of the WHO. After the conference, we met with Hungarian ministry of health officials and senior obstetricians, who did not accept the evidence that home birth was a safe option for healthy women with an uncomplicated pregnancy.In 2007 Gereb was struck off the medical register for doing home births and then retrained as a midwife. The birth now in question was not at home, the woman had been advised by Gereb to have her baby in hospital, and labour occurred prematurely and very fast in a clinic. Gereb's lawyers have not yet been told what the charges are but, as mother and child are alive, it cannot be manslaughter – so why is Gereb being treated as a criminal? This is a matter of human rights. As an EU member, Hungary accepts that women have the right to give birth at home, but no midwives have been given licences to practise outside hospital so their right is effectively undermined. Is the Tea Party movement going to take over the Republican party, or is the GOP establishment made of firmer stuff?Republicans who see themselves as contenders for the 2012 presidential campaign have yet to declare their hand, defying the trend that the race starts earlier and earlier. Their hesitation in firing the starting gun is as much strategic as political. No one on the right of American politics yet has an answer to the central question dominating their thinking: is the Tea Party movement, which only a year ago was loose and inchoate, going to take over the Republican party, or at least drag it along the tracks to the libertarian right? Or is the GOP establishment made of firmer stuff and about to stage a centrist fightback?Two events this week may provide further indicators. The first is the Republican primary in Delaware tomorrow, where a candidate whom Republicans have branded a fraud and a liar could give the establishment favourite a run for his money. Christine O'Donnell's campaign against the incumbent Mike Castle got a last-minute boost from Sarah Palin, who has been scattering her endorsements like confetti, sometimes to little effect. The race in Delaware has quickly heated up, with O'Donnell denying (but at the same time repeating) a claim that her rival was gay, and Castle putting out an ad alleging that O'Donnell owed income tax, was sued for unpaid bills by a university, and defaulted on her mortgage. If O'Donnell upsets the apple cart, it will be put down, again, to the Palin effect and O'Donnell will be joining the ranks of Sharron Angle in Nevada, Rand Paul in Kentucky and Joe Miller in Alaska in beating establishment candidates. James Fergusson, a British journalist who has been covering Afghanistan for 14 years, believes that dealing with the Taliban is in the interests of both foreigners and Afghans. His argument, woven through a book which describes the rise, fall and rise of a bunch of Pashtun guerrillas who have pinned down the armed forces of the world's great powers in an unwinnable war, comes in two parts: that the Taliban are not as bad as westerners think, and that they are too important to be ignored.On the first part, he points out that at first the Taliban improved life for Afghans. They (the word is a plural, denoting seekers after knowledge) emerged from the chaos that followed the Soviet withdrawal, when competing groups of mujahideen blew Kabul to pieces, warlords sliced the countryside up into fiefdoms and bandits set up roadblocks to extort money from travellers. The verdict on the Babri mosque has given Hindu nationalists a victory efforts to recast Indian identity in Hindu termsMove on. That is the refrain across India after the Allahabad high court on Thursday delivered its judgment on the ownership of the land in Ayodhya in northern India where, until just over a decade and a half ago, the Babri mosque had stood for nearly six centuries.On 6 December 1992, Hindu mobs razed the mosque to the ground, inaugurating a cycle of communal slaughter. The mosque, they claimed, had been built upon the site of the Hindu deity Rama's birth, after destroying a glorious temple that honoured him.The mosque was thus emblematic of Muslim barbarity and Hindu servitude. As history, it was nonsense: there is no evidence to suggest that Rama even existed.But to its proponents – primarily the rightwing Bharatiya Janata party (BJP) whose hierarchs campaigned for the mosque's destruction and, according to some reports, incited the mobs to bring it down on 6 December – this atavistic act of vandalism was an announcement of India's irrevocable departure from the assumptions around which its nationalism had been built. Religion was no longer going to be irrelevant in determining full membership to the Indian state.The Allahabad court has done nothing to reverse course. In fact, rather than wresting India from Hindu majoritarianism, its verdict has given legal imprimatur to it. Royal Academy, LondonIt is understandable that publicists for this exhibition chose to put Egon Schiele's 1915 work Two Women Embracing on the posters. Sex sells, and drawing does not come any sexier than Schiele's transfixing image, whose ultimate provocation is the way one of the women looks around at the artist to show that she is gratifying his fantasy. But there is more to the foregrounding of this erotic masterpiece than commerce: it exemplifies a theme that runs through this once-in-a-lifetime show.From the first room, where Hungarian gothic altarpieces are juxtaposed with Italian Renaissance delights, to the last, where Schiele gives you a final thrill, the art of central Europe is richly mingled with extraordinary works from the west that are in Hungary's public collections. I've never seen such a generous loan from one country's museums – by comparison, the Hermitage exhibit at the RA was quite cautious. This is a true blockbuster, practically a museum in itself, stuffed with surprises and marvels. Highlights include a portrait by Frans Hals that proves him the equal of his contemporary Rembrandt, a pair of working-class heroes painted by Goya, a Raphael homage to Da Vinci and, oh yes, a couple of Leonardo's own greatest designs. And that merely scratches the surface.The thread that connects it all is a vision of Europe. Western Europe's artistic development has been written as a march of progress since the Renaissance. Hungarian collectors fully subscribed to that version, and bought some supreme Italian works. But here you see those paragons alongside carved wooden saints from Hungarian churches in a way that expands your sense of the variety and greatness of the continent's heritage. My friend Phil Kelly, who has died aged 59, was an extraordinary and gifted painter. His vibrant canvases have captured the imagination of collectors and supporters worldwide, including the poet Seamus Heaney, for whose wife, Marie, he completed a set of book illustrations, and the chef Rick Stein, for whose Seafood Restaurant in Padstow, Cornwall, Phil created a mural. Although raised in Ireland and England, he had lived in Mexico City since 1989 and became a Mexican citizen in 1999.Born in Dublin, Phil was educated at Rugby school, Warwickshire. He was expelled, and later attended college in Bath, where his artistic talent was immediately recognised. He moved to London, to Whitby, in north Yorkshire, and then to Portugal, subsidising his painting with a variety of occupations.His desire for light and colour took him in 1983 to Mexico City. He arrived with £50 in his pocket and no Spanish. He was on a visit to England in 1985 when an earthquake struck Mexico City, taking close friends and all of his Mexican work. He returned to work and exhibiting in London, but left for Mexico again in 1989, marrying Ruth Munguia, a cultural administrator, the following year. They had two daughters, Ana Elena and Maria José.His career was flourishing and he took up painting full time. Ruth was a major influence in this, organising exhibitions and promoting his work. After the art collector Patrick J Murphy happened upon his exhibition Babel Descifrada (Babel Deciphered), at Mexico City's Museum of Modern Art in 1996, shows followed in Dublin.Wherever Phil lived, there were always the same ingredients that reflected the man: drawings and colour trials taped to walls, good literature, blues or jazz music, wine, excellent food and paint. Web links to stories about the Nobel prize were blocked.It is not hard to see why Beijing should react as it did. Although Mr Liu is known and admired among human rights campaigners abroad, he is not, thanks to a powerful apparatus of censorship, a famous figure for most Chinese.Charter 08, the call for democratic reforms that Mr Liu co-authored and which earned him an 11-year prison sentence, is not a widely circulated document. Having the man and his cause flashed all over global media threatened to subvert Chinese information control.Berating the emissary from a small Nordic country, meanwhile, was a way of signalling to the world that friendship with East Asia's economic and military superpower requires tolerance of its authoritarian political arrangements. Most governments have accepted that bargain.One justification for refusing to speak out about human rights in China is the claim that intervention makes matters worse, reinforcing the Communist party's paranoid fear of being undermined from within and helping it present democracy activists as agents of foreign powers. Condemning repression might have limited impact, but turning a blind eye has none. A Lancet paper today analyses the funding going into malaria prevention and treatment in 93 affected countries and warns that without more money, some will slip back - but suggests there are also countries who could do more to help themselvesThe UN summit is over. And there's a war chest of $40 billion by 2015. So now the real battles begin, because the money will not be enough.Malaria eradication is possible. It's something the world has set its sights on for some years now and considerable progress has been made. But, in a paper in the Lancet today, malaria expert Professor Bob Snow warns that without considerably more money, substantial sums of cash poured into defeating the disease in the last eight years will have gone down the drain.Any decline in malaria funding commitments will run the risk of a resurgence of malaria in countries that have enjoyed the benefits of this funding to provide protection from malaria since 2002. Sustained funding in these countries is crucial or $9·9 billion invested since 2002 will have been in vain.It is a complex paper, which calculates the malaria risk, the financial need to fight it and the relative wealth of 93 affected countries. This is where some of the answers to food shortages and poverty lie, with action on education for girls, maternal health and environmental sustainability, for example. Perhaps there's no need for the UN to call another meeting on food security. The virtual elimination of the transmission of HIV from mothers to their children is realistic by 2015In January I visited a village hospital two hours' drive from Benin's capital, Cotonou. Along with Michel Kazatchkine, the Global Fund's executive director, we were we were joined by Melinda Gates. And among the people we met was Françoise Ade, a woman whose husband abandoned her when he found out she was HIV-positive. Françoise's husband later died of Aids-related causes, but her son Gabriel was born free of HIV because Françoise was able to follow a course of anti-retroviral therapy for free.Françoise and almost one million other mothers like her, who are living with HIV, have over the past few years been given the chance to have healthy babies because of a dramatic intensification of a global effort to turn the tide against Aids.An important milestone in that effort was the creation in 2002 of the Global Fund to Fight Aids, TB and Malaria – three global epidemics which claim millions of lives every year. A programme supported by the Global Fund enabled Françoise to give birth to a healthy son.The establishment of the Global Fund followed the launch in 2000 by the United Nations of the Millennium Development Goals, setting ambitious targets to eradicate poverty's root causes. With over $19bn (£12bn) committed in 140 countries, the Global Fund has rapidly become the world's major multilateral source of finance for nationally-owned health programmes, supported by development partners, working to fight these diseases.More than five million people have gained access to Aids treatment in the developing world in the last 10 years. By pursuing a global standard for transparency in oil, gas and mining, the UK could play a key role in Nigeria and globallyYesterday was the final day of the critical UN millennium development goals (MDGs) summit, where world leaders gathered to review progress against ambitious targets including halving world poverty, achieving universal primary education, fighting killer diseases, empowering women, and delivering water and sanitation, all by 2015. The outcomes are crucial to gaining increased support and momentum towards these and other MDG aspirations. Last week, I was privileged to speak at an event convened by Bond (the membership body for 370 UK NGOs working in international development), where Nick Clegg, the deputy prime minister, and Andrew Mitchell, the secretary of state for international development, set out the UK government's plans for the summit, with a focus on maternal mortality and malaria. It is vital we make progress in these areas: every minute, a woman dies from a pregnancy or child-related cause, and malaria causes nearly a million deaths each year. For progress to be made on these and other targets, policymakers need to recognise that the MDGs are interwoven. So, when a particular target is very off track, it holds back all the others. Good management of water resources and proper drainage, for example, can make a real difference in reducing transmission of malaria and other water-borne diseases, while progress on maternal health and mortality requires not only improved healthcare systems, but also safe sanitation, water and sound hygiene practices to ensure infection-free births and good chances of child survival in the first month of life. For the rich world's crises as much as Africa's, the millennium development goals are ever more vitalThe world's continuing dedication to a set of global goals to fight poverty, hunger and disease is no small triumph in an era marked by cynicism, the fraying of social bonds and the widespread fears of economic dislocation. The millennium development goals have come through a week of UN summitry not only intact but invigorated. The goals, it turns out, are doing double duty: helping the poor countries to fight poverty and the rich countries to preserve a sense of social solidarity.The surprising fact of this year's MDG summit, marking the 10th year of goals with five years left till the target date of 2015, was the widespread social progress that had been made since 2000. Africa, the hot spot of their challenge, is undoubtedly in better shape today than when they were launched. Most of the continent's wars are scaled back or ended. Most of the continent is enjoying economic growth and, for many, at the highest levels since independence. The Aids, TB, and malaria pandemics are at least partly in check. Child mortality rates are declining.These gains are being achieved despite recession in the US and Europe, which in earlier times might have sent Africa into a tailspin. It used to be said that when the US and Europe caught a cold, the developing world caught pneumonia. No longer. The poor countries are going about their business while the developed economies convalesce.There are at least four reasons. The first is China. China was everywhere at the MDG summit, with PM Wen Jiabao and team declaring eloquently China's intention to engage deeply with Africa, fighting AIDS, investing in infrastructure and industry, and buying Africa's export commodities. France is hardly alone. The Austrians, the Danes, the Swedes and the Italians have been expelling European Roma immigrants. A third of a million mothers die every year in pregnancy or childbirth and 25,000 children die every day of easily preventable diseases. Some 72 million children have no chance of an education.Behind each of these statistics lie real-life tales of daily misery – a community coping with the birth of another orphan, a girl left without any hope for the future because she has no school to go to, a mother left grieving after another outbreak of malaria.To ignore this suffering would be an affront to the values that we hold dear as a country. Even in these difficult times, Britain will not break the promises made to the world's poorest countries. So the coalition government will keep the commitment to increase spending on international development to 0.7% of our national income.Maintaining these commitments to international development means a better life for millions of people. Equally, it is the only way to create a safer, more prosperous world for Britain.Ten years ago, world leaders came together and agreed eight crucial targets – the millennium development goals (MDGs) – to set the world on a path towards eliminating extreme poverty. But with just five years to go until the 2015 deadline, we are still woefully off track.I am proud that the UK is playing its part, but other nations must now step up their efforts.
