    • Madagascar coup attempt fails
Army officers give themselves up without bloodshed after trying to seize powerAn attempted coup on Madagascar has been defused without bloodshed, it was revealed this weekend. Camille Vital, the prime minister, told reporters on Saturday that 16 army officers had surrendered, ending an impasse that began on Wednesday when the soldiers declared they were taking over from Andry Rajoelina.Rajoelina, the head of state, had been given the military's support when he toppled an elected president in March last year after months of violent protest. On Saturday, reporters saw hundreds of soldiers loyal to Rajoelina converge on a base near the airport at Antananarivo, the capital, where the mutineers were holed up. Officials had said talks were planned, but shots could be heard inside the base.Colonel Julien Ravelomihary, a member of the high transitional authority set up after Rajoelina took power, told reporters that the mutineers were ready to hand themselves over, but some junior officers had initially resisted. Vital said that those who surrendered would face trial. Earlier, police had fired teargas to break up a crowd of several hundred anti-Rajoelina demonstrators in central Antananarivo.Since Madagascar gained independence from France in 1960, soldiers have repeatedly meddled in politics.Madagascarguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

    • Weatherwatch
Severe tropical cyclone Yasi struck the north-east coast of Queensland last Wednesday. Yasi was the most powerful cyclone to hit the east coast of Australia since 1918, and it made landfall at Mission Beach as a category 5 storm with wind gusts of 180mph, cutting power to over 180,000 properties and destroying homes.Agriculture suffered major losses, as the storm wiped out 90% of Australia's banana crop and caused an estimated A$500m (£315m) of damage to the sugar industry. The total losses from Yasi are expected to reach A$3.5bn (£2.2bn).Also last Wednesday, the US battled against a historic winter storm that spanned 2,000 miles. The storm, said to be the worst in decades, brought blizzard conditions, ice storms and snow accumulations up to 60cm deep to more than half the US, crushing buildings, cutting power to over 375,000 customers and causing travel chaos, with over 14,000 flight cancellations. Chicago measured 51cm of snow, the city's third largest fall on record, forcing schools to close for the first time in 12 years. Twelve deaths have been blamed on the storm.Flash floods and landslides hit Jolo and other southern regions of the Philippines on Thursday night, after five days of torrential rains, which also spawned two tornadoes. A state of calamity was declared in the town, where 20 people were killed and 3,000 families were displaced.Climate changeAustraliaguardian.co.uk © Guardian News & Media Limited 2011 | Use of this content is subject to our Terms & Conditions | More Feeds

    • Irish bailout: could the bill exceed €200bn?
As pressure on Brian Cowen intensifies, there are reports that the level of the bailout could soarAs Brian Cowen's government teeters on the brink tonight, there are suggestions that the real cost of the bailout could come to more than €200bn.The government hasn't confirmed the eventual cost of the bailout but the general wisdom is it would be in the region of €85bn to €100bn.But a very credible blog, NAMA Wine Lake, which has a very good track record on this financial crisis, has been doing a bit of number crunching and come up with a round figure of €207bn for Ireland Inc between now and 2014. Economists Brian Lucey and Stephen Kinsella have come up with similar figures - a quarter of a trillion euro all told. Staggering stuff. Here's a summmary of NAMA Wine Lake's nanalysis. • We mustn't abandon the Windward Islands' farmers | Renwick Rose and Nick Mathiason
Hurricanes, drought and disease have devastated the eastern Caribbean banana industry, and Europe should support the region's farmers through this difficult timeThe destruction caused by Hurricane Tomas in the Caribbean in recent weeks is heartbreaking. But although the destruction in Haiti received media coverage, Tomas's intensity was reserved for the eastern Caribbean. A spiralling storm lingered over St Lucia. The deluge created terrible landslides, cutting off the south of the island. The damage is similar in St Vincent and Dominica. Now we are facing up to the total destruction of the Windward Islands' rural economy. Tomas has ripped up virtually every banana tree in St Lucia and St Vincent where the entire crop has been wiped out. Coconuts, cocoa and breadfruit are also all gone.Farmers who rely on bananas face an economic disaster, and a food emergency is looming. They will have no income for at least eight months, until the next harvest. That is if they can afford to replant trees.Parents are also agonising over whether they can afford to enter their children for the summer exams. Entry fees are due in January.Agriculture is the motor of the Windward Islands' rural economy. It accounts for 9.75% of GDP, according to the IMF. It is the largest form of employment in the countryside, away from the tourist areas. And earnings from bananas allow shops and small business to survive.Farmers are relying on the compassion of banks to allow them to keep their homes. They are likely to get deeper in debt.Tomas caps one of the worst ever years for Windward farmers. The financial crisis in the Caribbean is stark. The bank crisis has not just reduced tourist numbers, it has created a damaging economic downturn thanks to the over-reliance on the offshore finance industry.

    • Lower Ninth | Theatre review
Trafalgar Studios, LondonThe Donmar Warehouse has moved into this Whitehall studio for a 12-week season to promote the work of young directors. Charlotte Westenra, the first beneficiary, has come up with a fine, well-acted production of a 70-minute play by Beau Willimon. However, though set during the trauma of Hurricane Katrina, it ultimately lacks real drama.Willimon appears to have taken a hint from Paul Chan's alfresco Waiting for Godot, performed in the hard-hit ninth ward of New Orleans. He shows us two African-Americans stranded on a rooftop, hoping for rescue, the corpse of a friend at their feet. Malcom, a tough guy turned Bible student, and his young companion, E-Z, bicker, banter and play guessing games to pass the time. What emerges is an uneasy father-son relationship, relieved by Malcom's occasional retelling of Bible stories – the best of which offers an alternative version of the Flood in which Noah becomes the ultimate black survivor. But Willimon resorts to one particularly desperate dramatic device, easily guessable from the programme, to keep the situation going. And it strikes me as bizarre that his two characters hardly refer to the one subject that would be uppermost on their minds: the staggering federal and civic incompetence that saw so many lives sacrificed. The pleasure lies in the performance. Ray Fearon as Malcom displays a formidable power that suggests he could have punched something more than a Bible in his time, and Anthony Welsh is full of raw anger as the younger man. Despite Westenra's vividly atmospheric production, though, Willimon's play is a self-conscious piece that tells us little about the criminal negligence behind the disaster.Rating: 3/5TheatreHurricane KatrinaNatural disasters and extreme weatherMichael Billingtonguardi

    • Costa Rica will pay the price for cheap fruit | Felicity Lawrence
Environmental laws remain weak and have barely kept up with an industry that has seen explosive growth and huge foreign investmentWhile making our film about the pineapple industry in Costa Rica, I interviewed the buyer of one of the major European supermarket chains, who wanted to remain anonymous(they usually do).He was worried that the most intense production of pineapples is based in Costa Rica's flat Atlantic region where the humidity is highest and pests on the monoculture plantations are the most troublesome. They need more pesticides there than the farms in the hilly, more windy area further west, but without the same economies of scale and with the extra distance from the port, it's more expensive to produce where the environmental cost is lower. When it came to growing bananas, he wasn't sure Costa Rica was even the right country from an environmental point of view. The humidity of the region meant that 54 agrochemical treatments are typically needed in a cycle compared to only 14 or 15 in parts of Ecuador where the climate is less favourable to the sigatoka fungus that is ravaging the crop around the world.Agrochemicals are an issue for pineapples too. Clearing old pineapple plants after harvest so that you can replant the next crop again is done fastest and mostly cheaply with very high doses of paraquat. Paraquat is banned in Europe because it is so acutely toxic. Some Costa Rican plantations avoid it – notably those with Rainforest Alliance or Fairtrade certifications, but they then have to plough in the old stalks and wait for the plant matter to decompose. Time is money and if no one will pay a premium for your efforts, it's harder to justify.Other environmentally beneficial techniques don't come cheap either: buffer zones between the edge of plantations
