The implication is that it no longer trusts him to do the right thing. Barack Obama has by now established something of a track record in stinging this section of his electorate with a cattle prod. Extending Bush-era tax cuts for the super-rich was one instance. Budget cuts he agreed with Congress to prevent a shutdown of federal government last week were another. The White House dismayed them by actually trumpeting the cuts (to health, education, housing, transportation) as being among the largest in history, while making a virtue of the fact that they would not undermine the economy. Not only did some economists rightly dispute this claim. They also questioned why their president had stopped fashioning himself as a job creator (his first incarnation after the banking crash) and had now started painting himself as a deficit cutter.Mr Obama had got the tactics wrong: he let the Republicans go first. Fannie Mae and Freddie Mac's future | Dean Baker If the US government continues to underwrite the mortgage market, then the one thing it should not do is pad banks' profitsThe administration took its first step toward resolving the final status of Fannie Mae and Freddie Mac with a big conference at the White House last week. In keeping with its housing policy to date, it seems intent on taking the worst possible course. These mortgage giants have played an important role in making housing more affordable in the United States. Fannie Mae created the secondary market in mortgages when it was established as a government-owned company during the New Deal. Its willingness to buy mortgages from banks essentially created the basis for the 30-year fixed rate mortgage that is the standard today. The virtue of the original Fannie Mae was that it was simple and cheap. It bought and held 30-year mortgages. It did not securitise them. This avoided the costs and risks associated with securitisation. At every step in the securitisation process, the financial industry expects to make money, and often lots of it, since salaries are so bloated. In addition to saving these costs, a public Fannie also had no incentive to engage in risky gambles to inflate profits. Its senior management was paid civil servant wages, not the tens of millions that go each year to top Wall Street executives.Holding the mortgage on its books meant that Fannie Mae, and therefore the government, was bearing the interest rate risk associated with the mortgage, in addition to the risk that the mortgage would go bad. Interest rate risk is the risk that interest rates will rise. If the standard interest rate for a 30-year mortgage rises from 5.0% to 6.0%, then a newly issued 30-year mortgage will lose more than 12% of its value. Obama and independents and strategery | Michael Tomasky Let's check in on the question of Barack Obama and the independent voter. You'll recall that after last fall's electoral thumping, the White House vow was to tack to the middle and win back independents. The state of the union speech - all those pledges about innovation and winning the future - were geared toward the nonideological mind.Things were working for a while, and then kablooey. Look at this chart. Obama fell into negative territory with indies in late 2009 and has been there ever since, according to pollster.com. But just recently, like late January-early February - right after the state of the union - he nearly clawed his way to the break-even point.Now, he's at 41-51. What gives, I wonder?First answer: Libya. Here's one Libya poll out of about a gajillion, but it does show that Republicans backed the no-fly zone in, surprisingly, the highest numbers of all, 57%. Democrats backed it with 51%. Independents, though, were 38-44 against it.I'm not sure why independents' views of this matter should diverge so from Democrats and Republicans. The only thing I can come up with is that independents tend to be not only less ideological but less political in general, and thus more likely than people who are more politically aware to look at Libya and just say, what the hell is this business?Does the budget fight figure in here? Maybe to the extent that people are hearing about another looming shutdown and thinking, oh, not more of this crap. Both Democrats and Republicans will tend to take sides, while indies will be more likely to say to blazes with both of you. Maybe. It's debatable, but it's possible. But it's the key thing, if if a Bloomberg candidacy were to become serious.Why? Because in all likelihood, the only thing a Bloomberg candidacy does - yes, even taking into account that he might spend a few billion - is hand the White House to the Republican. It's simple: at least 40% of the electorate, and possibly 45% depending on the year and the circumstances, is pretty hard-shell conservative, especially on abortion, and other similar questions like the place of gay people in society, and immigration and so forth. Bloomberg, who after all has been running in New York City rather than the United States of America, is generally more liberal on these issues than Barack Obama is. Watch this commercial, about gay marriage, and ask yourself how that'll play in Kansas, let alone down south.So that's the bottom line, which Fineman surely knows because he's a smart guy, but didn't get to, maybe just because it didn't really fit in his story. It seems to me about 85% likely that candidate Bloomberg will just split the non-social-conservative 60% of the vote with Obama and elect President Palin.Here' where Scarborough comes in and makes things a little more interesting. It's certainly the case that few people base their vote on who the vice-presidential candidate is. However, he would not be a typical veep candidate; some governor no one's heard of, or a Cheney-Biden style veteran about whom views are already fixed. He's a _NULL_

It's great for the Obama administration to come up with a wishlist that it would like from China's leadership. But this is not Disney World. China doesn't hand the United States everything on its wishlist.China is a superpower that doesn't have to do whatever the United States wants. It makes concessions to the United States in exchange for items on its own wishlist. This means that the United States is not going to get everything on its list. In fact, President Obama must decide which items he will prioritise with China and put these items first, as opposed to other items which he will tell Hu are of less consequence. Both sides play, of course, and the Republicans are generally pretty good at this sort of thing.But heading into tonight's speech, it seems to me that the White House people are clearly winning this public relations battle. They managed to get the speech framed as Obama reaching out to the middle with various non-controversial proposals on popular issues such as education, research and innovation. The president's recent (or current) comeback in the polls among independent voters helps to drive this narrative.At the same time, the White House has managed to placate Democrats to his left – for now, anyway – by making it clear that Obama will not be discussing possible cuts to social security in the speech. Here was another layer of what we Americans call inside baseball. About three weeks ago, blind quotes from administration aides started appearing in news stories speculating that Obama might be willing to put social security on the table. I'm not clear on whether these leaks came from people who wanted that to happen or did not, or both. In any case, the pushback from the left was enough that liberals' most cherished policy of all seems safe for now.Finally and most importantly, Republicans are on the defensive. They must now bring themselves to accept the reality of an Egypt in which the Muslim Brotherhood plays an important role in government.The spectre of Iran overhangs the Egyptian crisis, the Iran of Ayatollah Khomeini's bearded visage, frustrated street protests, nuclear ambition and Mahmoud Ahmadinejad's denunciations of Israel. Maybe it's time to focus on other leaders who have done far less?The International Aids conference - this year in Vienna - is never a tame affair. With 20,000 impassioned, often angry, always highly motivated delegates, that would be unlikely. The emotion and the rhetoric of what is essentially a political rather than a scientific conference (for all that it is organised by doctors) has had real and dramatic knock-on effects in the past. In Durban, South Africa, in 2000, the conference shamed drug companies and rich nations into providing drug treatment to keep the millions alive who were dying of Aids in poor countries.There has been copious blood on the floor - red paint, to be honest, all over the stands of the drug companies who used to be regularly targeted by activists for their high prices for Aids drugs. But this year, the focus for much of the anger is more unexpected - President Obama, of whom so much has been expected by so many.The key complaint is that Obama, before he was elected, promised $50 billion more for Aids by 2013. Now he has backtracked, activists say. But no - his defenders riposte, he is absolutely committed to fighting HIV/Aids, which will get a 2.5% increase in 2011 in spite of the dire economic climate. Bill Clinton defended him from the platform. Eric Goosby, who heads Pepfar, the President's emergency plan for Aids relief, said Obama had been misunderstood and was hurt by it - see my story here. US economy thankful for small mercies The non-farm payroll figures were hailed as good news. True, the revisions to past data were also positive.But that's the extent of the good news. By US standards, this is proving an anaemic recovery. As Barack Obama and his advisers are well aware, it is not nearly strong enough to make a dent in America's unemployment rate, which crept up to 9.6% last month. For that to happen, private sector employment would need to be rising by 250,000 a month rather than the 67,000 registered in August.Most of those jobs will have to be created by the US service sector which, as in the UK, makes up the lion's share of the economy. Here, the latest evidence is not that encouraging either. The non-manufacturing ISM report, released 90 minutes after the payroll data, showed a hefty drop in service sector activity last month, with the drop from 54.3 to 51.5 getting close to the reading of 50 that denotes falling output.Again, this is nowhere near as strong as the White House would be hoping 18 months into a recovery, particularly given rock-bottom interest rates, a fiscal stimulus worth nigh-on $800bn and massive money creation from the Federal Reserve.So while today's jobs report almost certainly means that a fresh bout of quantitative easing from the Fed will remain on the back burner, don't rule out an attempt by Obama to get a new stimulus package through Congress before the November mid-term elections. If there were more demand from any source, this would employ many of these workers. These are workers who have the necessary skills and desire to work. Maria Kerigan While she was head of English at Cardinal Griffin school, Poplar, in east London, in the 1950s, my grandmother Maria Kerigan, who has died aged 95, developed an interest in drama and broadcasting. When she retired from teaching in 1968, she decided to volunteer for Mary Whitehouse's National Viewers' and Listeners' Association, and in 1970 became its first national secretary. However, her approach to censorship and broadcasting standards was quite different from Whitehouse's.Films such as Stanley Kubrick's A Clockwork Orange were then testing the limits of the British Board of Film Censors (later Classification, BBFC). While denouncing Kubrick's most controversial work, Maria was careful to differentiate between a film depicting violence for its own sake and one where it could be contextualised. Where Whitehouse's approach was absolute, Maria believed instead in providing information to viewers and listeners. Indeed, she felt that the violence in films such as The Godfather (which became one of her favourites) could be fully justified by the story.Whitehouse regularly appeared on television, arguing for taste and decency. Maria, however, quietly operated the machinery of the association, engaging in effective diplomacy with figures in the BBFC, BBC and government, and making the case for greater provision of information and education about film and television productions.Her pragmatism may have produced an unspoken tension with Whitehouse. They parted company as campaigners shortly after The Romans in Britain trial of 1982.
