- How to become a bishop – secret ballots and royal approval
Process begins with an advert in the church press and ends with secret ballots, the prime minister's nod and Queen's assentThe first stage in choosing a new bishop is an advert in the church press inviting the public to submit comments and candidates to the archbishops' appointments secretary, Caroline Boddington, and the prime minster's appointments secretary, Paul Britton. These are sent to the Crown Nominations Commission, with a note from the diocese about its needs, and letters from the outgoing bishop and two archbishops on the general requirements of the Church of England. The commission comprises two archbishops, six members of the General Synod and six elected representatives from the diocese. Together they provide the local and national knowledge necessary for the selection process. The six General Synod members in the Southwark case are the Very Rev Colin Slee, the Rev Canon Peter Spiers, the Rev Canon Glyn Webster, Aiden Hargreaves-Smith, Professor Glynn Harrison and Mary Johnston. The diocesan representatives are April Alexander, Vasantha Gnanadoss, Adrian Greenwood, Christine Hardman, Ruth Kirk-Wilson and Andrew Nunn. Boddington and Britton can take part in discussions, but do not have voting rights.Discussions are confidential, to protect candidates and the new bishop and his family and shield the commission members from external influence. At its first meeting the commission discusses the qualities required, and considers names. It may add names. Before the second meeting, Boddington circulates a note of the key criteria and documentation for any candidate whose name was added to the list. She also gets extra information the commission may have asked for.The second meeting whittles down the number of candidates to five or six. - Sir Dave Richards may be ridiculous but Qatar's booze ban is no joke | Paul Wilson
The FA's top comedian has given us a laugh but why did no one raise the alcohol issue before the 2022 World Cup vote? The last time the Football Association was making a colossal fool of itself in public, chasing off to Portugal to be cold-shouldered by Luiz Felipe Scolari then coming back home and trying to pretend Steve McClaren had been No1 choice all along, the men at the top were characterised in these pages as resembling the cast of Dad's Army.Brian Barwick was the bumptious, bumbling Captain Mainwaring, and if memory serves Sir Dave Richards got the Corporal Jones part, the ever-eager local butcher whose enthusiasm for the fighting band was undimmed by any awareness that he reached and passed his peak about three wars previously. The slightly doctored cast photograph that accompanied the article made such a good fit it attracted several comments, and everyone was feeling quite pleased with themselves until we heard that at least one member of the FA was trying to get hold of a copy to frame. One had the feeling then that this was an organisation beyond satire, and the news from Qatar, where Sir Dave seems to have fallen into a water feature after bemoaning the difficulty of obtaining a drink in the country that will host the 2022 World Cup, proves beyond doubt that England can still send comedians around the world even if our footballers are no longer cutting it at the highest level.Don't bother with the small print or the attempts at damage limitation from the Premier League and the FA. They say Richards was on private business in Qatar and not representing either body, but in that case what was he doing going round lecturing people on England's football legacy? Of course Richards represents the FA. It is what he does. He mostly represents the Premier League, and null, responseDetails: Suspected Terms of Service Abuse. Please see responseStatus: 40

- 'It is time for us women to speak up for our rights' | Daniella Wilson
There are many examples of how the millennium development goals are not yet making a difference to people's lives. We need a change. We need government to be part of that change by giving women more rights, says Daniella WilsonDaniella Wilson, 22, from Freetown, Sierra Leone, attended the first Young Women's World Forum, hosted by Girlguiding UK in association with the World Association of Girl Guides and Girl Scouts, held in Oxfordshire last month. Delegates from 90 countries met to discuss the millennium development goals, including gender equality. Here Daniella writes about the position of women in Sierra Leone.Gender equality is very important to us girls and young women. All over the world we suffer a lot because of the gender imbalance. In some places women are not given the right to talk, participate or be educated. Women are suppressed by old traditions, which do not improve their lives. All we are asking for is equal opportunities for all, whether male or female. As a child growing up after the 10-year civil war, I lived with my relatives. We used to work very hard to make ends meet. I would fetch water from a very long distance and do all the housework while the boys were playing. My relatives would tell me that women should be in the kitchen. At one point during primary school, someone wanted to select me for the position of student representative, but the school decided to give it to a boy because they said as a girl and I would not be able to control both boys and girls. I applied for one university in my country, submitted all my forms, only to get rejected. I asked the register and he told me that I did not submit my result. I know I did.Having finished a college course, I'm still searching for a job. Some bosses will tell you 'you will get the job in retur ミレニアム開発目標は、まだ人々の生活に変化をもたらしていない方法の多くの例があります

- Cannes film festival: CIA infiltrates red carpet
I bet that when Valerie Plame Wilson was working in covert operations for the CIA she never dreamed she'd find herself on a red carpet at Cannes. But the former agent – whose cover was blown after her husband wrote a newspaper article critical of the Bush administration – is in town for two reasons: first, as the subject of Doug Liman's biopic, Fair Game (scripted by Jez Butterworth), which screens in competition for the Palme d'Or tomorrow; second, as one of the main interviewees in British documentary maker Lucy Walker's film Countdown to Zero, which aims to raise awareness of a rising nuclear threat. Some thought that the casting of Naomi Watts in Liman's film was typical Hollywood fancifulness, but this turned out to be quite wrong. Plame Wilson, who was working the red carpet look at the weekend in shocking-pink and black silk, is really rather glamorous, as well as being sharp as a knife.DocumentaryDramaCIAFestivalsCharlotte Higginsguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

- George Osborne shows once again that politics always trumps economics | Nicholas Watt
Chancellor criticises British involvement in EU bailout fund he could have vetoed in MayGeorge Osborne was highly critical this morning of Alistair Darling's decision in May to sign Britain up to a €60bn EU bailout fund. This is what the chancellor told the Today programme:There is a smaller EU mechanism, what is called the European Union mechanism. I wasn't particularly happy that Britain signed up to that. That was my predecessor Alistair Darling who did that. But we are part of it and really now is not the time, when we are dealing with the very real practicalities of the Irish situation, to try and pull ourselves out of that. What I'm saying is that when we look at the permanent bailout mechanism let us make sure Britain is not part of that because we are not part of the euro, and the euro, in the end, has to work out how it is going to deal with these sort of situations in the future. What the chancellor chose not to say this morning was that he had a chance to veto Britain's involvement in the fund, which is the smallest element of a €750bn bailout mechanism agreed in May. Darling signed up to the fund at a meeting of EU finance minsters on Sunday 9 May – three days after the election.Although Labour had lost the election Darling represented Britain because a new government had not yet been formed at that stage. The meeting in Brussels took place while Osborne was sitting in the Cabinet Office negotiating a coalition with the Lib Dems. But Darling consulted Osborne and gave him a chance to veto his plans. Osborne waved him away, according to an account in Rob Wilson's book on the coalition negotiations:Osborne was called out of the talks to take a call from the chancellor, Alistair Darling, who was in Brussels with his European counterparts having talks about Greece a

- Guardian Focus podcast: The future of Polish football
Six years after writing Behind the Curtain and finding Polish football at all time low, Jonathan Wilson returns to see how preparations for the 2012 European Championships are progressing.Back in 2005, interest in the beautiful game was zero - but this wasn't always the case. Jonathan meets the leader of the Solidarity movement and the first president of post-communist Poland. Lech Walesa, who explains how football was a symbol of resistance against the ruling Communist party. After 1989, Polish football has mirrored the wild-west capitalism which dominates other walks of life. The sport has been plagued with match-fixing, the involvement of organised crime, and violence in the stands. Jonathan meets fans of Legia Warsaw, Ruch Chorzów striker Pawel Abbott, and legendary player Grzegorz Lato, now president of the Polish FA, to find out what's being done to clean up Polish football. Jonathan examines the new stadiums and tournament infrastructure which Poles hope will lead to a new era of football, which will symbolise a confident and prosperous new Poland.Jonathan WilsonPeter Sale

- Letters: Even DHL found sex hard to write about
Talk about throwing the baby out with the bath water! Germaine Greer attacks DH Lawrence rightly for his worst and, I find, unreadably silly book, Lady Chatterley's Lover (Arts comment, G2, 15 November). How did she ever get through it? But to damn him completely for a single book he wrote when he was dying of consumption and crazily angry in his denial of that fact – and when he made the absurd error of trying to fight through the prudery that existed in his society by camouflaging the sexual encounters of his protagonists in loopy language – is equally silly. He wrote many better books, including Kangaroo, which to this day gives us a remarkable understanding of Australia, its landscape, people and early politics – even though Lawrence himself spent only a few weeks in that country. If Greer is really interested in understanding relationships between men and women, husbands and wives, she should perhaps try The Rainbow again.Mick WilsonBury St Edmunds, Suffolk• As a professor of English literature, Ms Greer should not make the basic mistake of confusing the author's views with those of one of his characters. Mellors is not Lawrence; nor is his treatment of Clifford merciless or contemptuous – this is just a misreading. Most serious writers are capable of making a hash of writing about sex, and Lawrence is no exception, but this should not lead to a wholesale condemnation of their work. To expect Lawrence to conform to the canons of contemporary political correctness shows a parochialism of time and opens to ridicule serious feminist criticism.Andrew MortonBirminghamDH LawrenceAustraliaFeminismguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds

- Tech Weekly podcast: Tax relief for games U-turn, Google's chess game with China, xxx – porn's new name
Aleks Krotoski and Charles Arthur are joined by Tom Watson MP and Richard Wilson of the video games industry body TIGA to discuss this week's headline technology news. The podcast team tackle the latest announcement from ICANN, who have released the .xxx as a top-level domain for adult sites. ICM Registry, the company that has been fighting for this for almost a decade, will now be able to sell websites with this suffix for $60 a pop. But who will buy?Tom talks us through the prices of government websites, and explains why 75% of them are to be culled by the end of the year. The shockwaves after George Osborne's first budget speech are beginning to ricochet through the creative sector, and none more destructively than in the video games industry. The once-thriving network of developers and publishers had been expecting tax credits for new software development, as promised by Alastair Darling in March, but Osborne's cuts have reversed this advance. Richard Wilson talks us through the implications, while Tom explains what may have happened.Charles also explains the latest in the unfolding diplomatic battle between Google and China, in the week that the search company explicitly asked Chinese web consumers to redirect to their uncensored search facility in Hong Kong. Finally, we look at a new search service called timmp.com, set up by the digital native Marcel Gashi, an 18-year-old serial digital entrepreneur.Aleks KrotoskiCharles ArthurTom WatsonScott Cawley

- Albums of 2010, No 10: John Grant - Queen of Denmark
Largely unknown a year ago, the former Czars frontman surprised many with his weird and wired take on soft rockExclusive session: John Grant performs Where Dreams Go To DieLast year, John Grant was known to perhaps a handful of hipsters as the former frontman of the Czars, a band who enjoyed a measure of critical acclaim if not commercial success. Twelve months on, his name features in many 2010 roundups for an album that is one of the year's word-of-mouth triumphs. After the Czars imploded, Grant descended into booze, drugs, suicidal thoughts and self-loathing, but subsequently had the kind of epiphany that can follow such a crisis. The result is a scarred but revelatory album. Queen of Denmark recalls Dennis (brother of Brian) Wilson's 1977 masterpiece, Pacific Ocean Blue: it has a similar feel of gazing out on to something endless and darkly inviting. With Midlake as his backing band, Grant assembled a tapestry of flutes, piano, strings, eerie synths and gentle drums; almost a weird, wired take on 70s soft rock with some deliberate, ironic nods to Lynyrd Skynyrd and Dean Friedman. Marz and Where Dreams Go to Die take cocked glances at capitalist America while the perkier Jesus Hates Faggots pokes fun at redneck attitudes, which Grant was forced to endure as a gay child in a religious Colorado household. But the sucker punch arrived with the emotionally wringing ballads Queen of Denmark, Sigourney Weaver and Caramel, on which the 41-year-old croons like a latterday, acid-scarred Sinatra. Grant has written almost supernaturally beautiful hymns of love, despair, chaos and ultimate redemption. His are the sort of songs that some artists spend their entire careers wishing they had written.

- We are not a world service | Peter Preston
The BBC and the Foreign Office are locked in talks over the future of the World Service. Some savings should be simpleLong ago and far away, I found myself cast as Lord Haw-Haw. Ian Smith had staged his UDI in Rhodesia. The government of the day had given the BBC World Service a dollop of cash to start emergency broadcasting in the country. And there I was, week after week, paid a pittance to jeer at the Smith regime's imbecilities. Ho-ho-ho-haw-haw! Which was (and still is) one of the things about Bush House that doesn't quite make sense. On the one hand, it's an independent and enviably serious voice of Britain in 32 different languages, costing £272m a year – money straight from the Foreign Office as a grant in aid. On the other hand, it can only provide what HMG will pay for. Sly stuff to give Smith's opponents added hope? Certainly, Mr Wilson. A television channel in Arabic to put the Middle East to rights? Certainly, Mr Blair. And now, as the crunch comes, the old game's afoot again.Of course the FCO wants to carve back its grant (by somewhere between 25% and 40% on the Osborne scale). In Whitehall terms, the Foreign Office has tiny resources. There isn't, frankly, too much to cut: so the World Service and British Council have to take their lumps. That's the price of depending on taxpayers for your daily bread. What the minister gives, the minister can take away. How do you fight the axe? We've been here before. Some blameless little service – say Burma's hour of sustenance a day – is said to be in danger after 70 glorious years of truth-telling. Instant reaction: totally predictable. Could there be a crasser candidate for cutting? Its audience (at 8.4 million) is rising, not falling, its role in bringing light to dark places manifest. Is this what coalition carnage BBCや外務省は、ワールドサービスの将来をめぐる協議でロックされています
- What has Carla Bruni-Sarkozy started with her big Woody Allen break? | Stuart Heritage
As France's first lady makes her big-screen debut, we look at which film roles would best suit her international counterpartsCarla Bruni-Sarkozy is the first lady all other first ladies aspire to be. Always impeccably turned out, with enough sophistication, personal history and physical stature to ensure she'll never be overshadowed by her husband, she's living proof you don't have to pack your life into a box just because you're married to a world leader. Where Carla Bruni-Sarkozy goes, her contemporaries follow.Which means that we should all probably brace ourselves for a flurry of first-lady films soon. This is down to the much-publicised bit-part Bruni-Sarkozy has landed opposite Owen Wilson in the new Woody Allen film, Midnight in Paris. So what if, as some reports suggest, it took Bruni 35 takes to silently walk into a shop with a baguette in her hand? All that matters is that she's a legitimate film star now, and that her international counterparts are all secretly desperate to copy her. But which ones? And what would they star in? Time to assess the movie-making potential of other first ladies (and gentlemen) ...Samantha Cameron – If ever there was a woman born to star in a Richard Curtis film, it's Samantha Cameron. She ticks all the boxes. She's posh, she's British, she lives in Notting Hill (well, used to) and Hugh Grant has already played a less annoying version of her husband. Throw in a scene of her crying in an airport on Christmas Day and there you have it – the world's first Samcamromcom.Michelle Obama – As a high-earning law school graduate, you might think Michelle Obama would be above something as tacky as the movie industry. Then again, look at her famously well-toned arms. - The margins of House races | Michael Tomasky
There's no getting around that that was just a total shellacking every way you look at it. Democrats and liberals who spend today looking for silver linings are deluding themselves. The thing I am most struck by as I scroll through individual House races is how large some of the margins were in elections that were judged to be close. Take Ohio 18. That's Democrat Zach Space. I discussed this race on a video. I had it close, with Space slightly ahead, as did most people. He lost by 14 points. Next door in Ohio, Democrat Charlie Wilson was maybe supposed to win and lost by five. One of my four bellwethers was Indiana's 9th, with Democrat Baron Hill. He lost by nearly 10. Although it does seem that Oregon's Kurt Schrader held on, as did (apparently) Arizona's Gabrielle Giffords. But a lot of the margins were crushing. Alan Grayson in Orlando, held out by the liberal blogosphere as an example of a liberal who voted bravely and gave 'em what-for in a swing district and would prove that it could be done? Walloped by 20 points. And of course a number of races went Republican that weren't generally expected to.All these numbers tell us something about who turned out. I haven't looked deeply into that yet. I do know that young voters made up less than 10% of the electorate, whereas they were 18% in 2008. It appears that except for in a few states, like Illinois, Democrats didn't get their vote out. I expected a higher-than-anticipated Democratic turnout in Illinois in particular, which is why I pegged Giannoulias to upset Kirk. And he came closer than expected by most, but came up short.Flordia governor is still not called, and that's one to watch. The Republican, Rick Scott, is ahead slightly. And of course Alaska senator, which Murkowski evidently has won, though it won't be kno そこは、それはあなたがそれを見てあらゆる方法を完敗だけで合計されたことを周囲なってきている

- Letters: Sharper focus on the Anglosphere
Martin Kettle is right to draw our attention to the often skewed focus on elections in Australia and the United States in some sections of the British media (Trapped in the Anglosphere, we've lost sight of next door, 20 August). But his analysis is overly simplistic and attributes such focus on commonality of language without acknowledging other contributing factors. Elections in the US and Australia often have domestic political, economic and social implications in the UK. Strong family ties continue between the US, Australia and the UK and, in the case of Australia, existing constitutional links mean such elections are of national importance.Elections in France and Germany are covered in detail and the coalition's cherrypicking of Scandinavian social policies will encourage greater focus on politics there. Moreover, his argument is weakened by the evocation of language as a key determinant. Politics in New Zealand, Canada and many other countries where English is spoken are rarely covered in significant depth by the British media.Dr Andrew MycockUniversity of Huddersfield• Martin Kettle is simply right. We joke about Belgium's coalitions but don't look seriously at lessons for our own. We mutter about Germany's trading success but don't examine the differences in company structure which support it. We might just mention that French 18-year-olds are expected to write in more than one language to get their qualifications, but we shudder and move on. - Letters: Save this beacon of philosophical study
The decision to close the Middlesex University philosophy department has roused the indignation of the academic community across the world (Reason for being, Education, 18 May). Rated the highest of all Middlesex's departments in the Research Assessment Exercise, it is recognised internationally as a beacon of philosophical study. As publishers we have benefited in many ways from the skills of those teaching at the department, and from the lively atmosphere of debate engendered across the disciplines by its work. Consequently, we feel bound to speak up in its defence. The closing of this department would be disastrous for the academic and intellectual life of this country, and we urge that the decision to do so be reconsidered.Further, we wish to express grave concern at the suspension, on 21 May, of Professor Peter Hallward, Professor Peter Osborne and a number of Middlesex University students. We believe this to be an unwarranted and unjustifiable act of intimidation by the administration and board of governors of the university, and we call for the immediate reinstatement of suspended students and staff.Pete Ayrton Serpent's Tail, Julian Baggini Philosophy Press/The Philosophers' Magazine, Anne Beech Pluto Press, Nick Bellorini Earthscan, Ashley Biles Saqi Books, Tony Bruce Routledge, Michael Dwyer C Hurst & Co, Matthew Frost Manchester University Press, Tariq Goddard Zer0 Books, Emma Hutchinson Polity Books, Jessica Kingsley Jessica Kingsley Publishers, Michael Leaman Reaktion Books, Wendy Lochner Columbia University Press, Carol McDonald Edinburgh University Press, Tristan Palmer Acumen, Jenna Steventon IB Tauris, Rowan Wilson Verso, Caroline Wintersgill Bloomsbury AcademicPhilosophyProtestMiddlesex UniversityCuts and closuresStudentsLecturersHigher educationUnivers _NULL_

- Ex-Texas congressman Wilson dies
The architect of US support for anti-Soviet forces in Afghanistan and subject of Charlie Wilson's War has diedFormer Texas congressman Charlie Wilson, the architect of the US support for anti-Soviet forces in Afghanistan and subject of the Hollywood movie Charlie Wilson's War, died today. He was 76.In the 1980s Wilson, a Democrat, used his position on a military appropriations subcommittee to secure covert US backing for the mujahideen forces instrumental in driving the Soviets out of Afghanistan. Pakistani president Zia ul-Haq, who had allowed the CIA to ship arms through his country, credited Wilson with the defeat.During his more than two decades in Washington, Wilson was known as 'Good Time Charlie', the scotch-sodden womaniser portrayed by Tom Hanks in the 2007 movie.Charlie Wilson's War was based on a 2003 book by former 60 Minutes producer George Crile.
