      As teachers and practitioners of international law we note that the validity and effect of an amnesty granted by national law in respect of international crimes has been addressed by regional human rights and international criminal courts (Spanish judge suspended, 15 May). The subject is complex. But there is ample authority under international law for the conclusion that such amnesties can have no effect in the courts of a third state. There is also international support for the view that a national prosecutor or investigating judge is entitled to seek to go behind a national amnesty in respect of international crimes in his or her own country, even where the crimes were committed long ago (as is the case in relation to Spain's 1977 amnesty law). To assert that it is a crime for a national prosecutor or investigating judge to act in this way, particularly where the allegation being investigated concerns the disappearance of persons and has continuing effects, is obviously wrong and is detrimental to the rule of law. It undermines the independence of the prosecutor or investigating judge. There is a conspiracy to ignore a widespread pattern of behaviour because it is deemed to be more damaging to society than to admit that Britain's police forces are far from perfect.We become aware of the routine immunity offered to the police only in something like the bewildering and bizarre decision by the Director of Public Prosecutions not to prosecute the officer who, in the minds of the entire nation, was likely to have caused the death of the newspaper vendor Ian Tomlinson. To any fair-minded person, it looks as though the police are being treated differently to members of the public. Most people know that the police would have relished prosecuting anyone else meting out this level of violence, which has been captured on film, yet the officer from the Met's territorial support group (TSG) is allowed to escape scot-free.This is wrong and damaging to relations between the police and public, already eroded by the last government's encouragement of authoritarian styles of policing. And it is important not to forget the attack on Tomlinson took place after the Home Office and the Met had gone to considerable lengths to inflame the 2009 G20 demonstration with predictions of violence. This is causing serious disquiet among firms like Boeing and Lockheed Martin.Taiwan, of course, is of special significance to the Chinese; since 1949 the return of the island to China has been seen as an overriding priority.       Award-winning civil engineer responsible for worldwide projectsPeter Fraenkel, who has died aged 94, was a civil engineer at the heart of a movement of British consulting engineers responsible for infrastructure all over the rapidly developing post-colonial world of the 1970s and 80s. He built up a 160-strong practice that produced innovative, heavy engineering solutions to such problems as how to support the world's then longest cable-stayed bridge in Thailand and how to build the biggest road projects at that time through the challenging topography of Hong Kong.In the UK, he quickly made a name for himself by carrying out research that led to the regeneration of Britain's stricken canal network. Fraenkel was asked to put together teams to walk along some of the country's 3,100km of canals to research the feasibility of bringing them back into commercial use. Many had fallen into dereliction and only through the efforts of enthusiasts had the occasional pumping house or lock been restored. The Fraenkel report (1975) argued persuasively that there was a case for restoring much of the network, aided by central government funding.This report, for the Department of the Environment, was a catalyst for some early projects, such as the restoration of 39 locks on the Kennet and Avon canal and the restoration of the Avoncliff aqueduct, which Peter Fraenkel and Partners (PFP) carried out. By the turn of the millennium, he was able to look back with pride at his role in the UK-wide regeneration of the 18th- and 19th-century waterways.Fraenkel was born in Breslau, Germany, now Wroclaw in Poland.
