An inaccurate earthquake prediction is likely to have worse consequences than if there had been no prediction at allAlmost every time a large earthquake strikes an inhabited area questions are raised in the media about why the event was not predicted. The argument is that a successful prediction would greatly reduce the loss of life, if not necessarily the economic damage, by permitting dangerous buildings to be evacuated, tsunami-prone areas to be cleared, and hospitals and rescue teams to be prepared and on standby.Given that this vision sounds so appealing, it is perhaps surprising that most specialists working on natural hazards argue that work on prediction is at best a red herring, and at worst has adverse impacts on our ability to manage disasters.First, we should be clear about what is meant by prediction. In this context we mean that in advance of an earthquake a correct estimate is made of its magnitude, location and time of occurrence. To be useful an earthquake prediction needs to include all three.It is of course reasonable to provide a prediction that indicates a range of values, within reason. So a prediction that an earthquake with a magnitude between 7.4 and 7.6 might occur in a particular location between 16:00 and 20:00 on a particular day would probably be fine; a prediction that an event of magnitude 2.0 to 9.0 might occur in May somewhere in the US is unhelpful (and guaranteed to be right, of course).So what are the objections to investment in, and reliance upon, prediction? As I settle into the chill comfort of Goosander hide at Blashford Lakes nature reserve I notice an entry in the sightings' log. It records that just half an hour earlier two ospreys, a male and female, had been seen. Far across the lake, two raptors were being harried by a crow. By the time I had my glasses focused they had moved away. Buzzards often perch in the trees where the main road runs along the edge of the reserve, so these may have been a local pair. Though I waited, they did not return.Our local sand martins have completed their long journey from Africa. The artificial nesting wall can house many pairs and already some holes are occupied. The birds wheel and swoop over the water, using their amazing agility on the wing to catch tiny insects. Now and then, one breaks away to enter a hole with such momentum that I wonder how it stops. After a while, they move away to find another feeding patch that will build up their strength for the rigours of parenthood.Perhaps they can take heart from the young families already established. Two pairs of Canada geese, with 10 goslings between them, are feeding on the same area of grassland. The darker hues of four make clear those first hatched. Parents hiss defiantly as the two broods come close, and become violent when their space is invaded by a family of feral grey geese. Perhaps one solution would be to make the charges so high that only a handful of people could afford it? Or ban the use of artificial oxygen, fixed ropes and sherpa support, leaving Everest to a handful of the world's elite mountaineers? But cutting numbers, as well as being elitist, would reduce the income that flows into Nepal, one of the poorest countries in the world. Environmental groups, with a little help from the EPA, are trying to stop construction of the Keystone XL pipeline designed to move crude oil from Alberta (Canada, for the geographically challenged) to refineries in Texas. Nobody’s seriously claiming the $7 billion, 1,700 mile addition to the pipeline network is a hazard to the people (or the prairie dogs) of the America’s Great Plains, though. The pipeline brouhaha is part of a proxy war over the extraction of fuel from Canada’s seemingly bottomless deposits of tar sands, a very messy process that is not conducive to healthy plant and animal life. Arguably more relevant, substituting a barrel of tar sands oil for a barrel of conventional oil generates 10-20 percent more greenhouse gas emissions because it takes a lot of heat to extract the liquid crude from the tar-like bitumen in the sand. _NULL_

Even when we do know about climate-related hazards, we still fail to actThe typhoon that hit Mindanao in the Philippines before Christmas to claim 1,000 lives and leave nearly 50,000 homeless was a shock, but not a surprise. In 2009, campaigners and scientists simulated the effects of a tropical storm on the island, and predicted that the cities of Cagayan de Oro and Iligan would be hit by flash floods. At the time, the prediction was dismissed as alarmist. The scientists were conducting an exercise as part of a UN strategy for disaster reduction, to which 168 nations signed up in 2005. They did their bit: they identified a natural hazard. But the Philippine government had yet to enact its own disaster management plan; the two coastal cities remained without protection, and catastrophic flooding affected more than 300,000 people. The lesson is pertinent, but not new. Three years before Hurricane Katrina devastated New Orleans in 2005, there were warnings about the city's vulnerability. Katrina still somehow surprised a complacent government. Forewarned turns out not to be forearmed. Knowledge is power only for those prepared to act upon it.Such lessons are worth learning. With 80 million new souls on the planet each year, most of them in the developing world, the numbers of potential victims will go on increasing. And as the planet warms, so too does the potential for meteorological disaster. Not all disasters relate to the climate, but rising levels of greenhouse gases could double the probability of catastrophic rainfall and other weather extremes. In 2011 the United States has already experienced one of the worst years on record, with a 1,000 dead in a dozen disasters, each exacting a financial toll of $1bn or more. Fire risk is one hazard; the eating of indigestible wire frames and other debris another.Farron says: I am bemused that while Spain has gone so far as to ban the lanterns completely, our Government has not yet taken even the simple step of ensuring that the products are made safely. These lanterns are a spectacular sight to enjoy but many people don't realise the harm they can do. The UK needs to follow the Spanish example and consider prohibiting sky lanterns in order to protect wildlife and farm animals. At the very least we must make sure they are made from biodegradable materials that won't maim our livestock.The lanterns have previously been banned in Vietnam, where they were blamed for 20 forest fires, and in three German states after the death of a boy in a house fire which was blamed on a lantern. Inside the wood, in the shadiest places along the rims of limestone pits, spurge laurel is hiding yellowy-green, flask-shaped flowers under dark green leather strips of leaves.What will pollinate these now? Perhaps insects will emerge when the weather soon warms, but so far the only likely suspects have been December moths seen flickering through the beams of car headlights. I like the thought of the nocturnal pollination by moths of spurge laurel; it has a mysterious, occult appeal. It has no colour to speak of and little scent, but that may be enough to lure moths at night. It must be the first of the native, non-wind-pollinating flowers to open here. It is subtle, strange and beautiful, and although it's a signature plant of the Edge it's easily overlooked in the dark rocky places where it lurks.There is surveillance overhead. A helicopter circles, a dark machine blattering, probing into moss and snow below with a sense of menace. Unlike the buzzards and ravens which orbit these trees, seeking, checking, registering every movement and slip of shadow in the wood, the helicopter has no business here, which only seems to reinforce a recurring anxiety that neither have I. Wenlock Edge: When looked at closely the dandelion is an astronomical image of the sun in all its boiling, flaring powerBold as brass, a dandelion bursts from the muddy, dog-peed path. Out from a dark winter place, rudely sunny, a kind of memorial sprouts from the top of its lion-tooth root which stretches down into the earth. A green knot peels and a gold cone opens its fingers. When looked at closely the dandelion is an astronomical image of the sun in all its boiling, flaring power which fires atomic storms across the pole to form the northern lights. One day of warm sunshine and its flower is an entire landscape, a day star around which other planets orbit.In trees above, a song thrush oils his tunes – not quite ready yet, but his creaky phrases mean something wonderful to all who hear them. Even the pushing-shoving jackdaws leave the thrush alone, out on a limb, lost in exultant reverie. A couple of robins and a coven of long-tailed tits pass through the trees, and their calls and early songlines are clear as chrome but nowhere near the pitch and intensity of the thrush. Buzzards and ravens pass with only sideways comment.All of a sudden it's warm enough and bright enough to believe in the dandelion. There is a fly that does, too. As if conjured from the squalor of the path and drawn in by the flower's gravity, the fly fastens to its brassy rays, searching for liquid gold. It is softly and almost transparently jewel-like, with art-nouveau window-paned wings, bristled with sensors and both delicate and powerful. From a distance the fly seems just a blemish on the flower, but for the dandelion it is the reason for its explosion of life. This is an ephemeral solar system. But we are fools if we start celebrating now.This was never about forcing a minister into an embarrassing climb-down while we rub our hands on the warm glow of political schadenfreude. It was about fighting the very real threats that birds of prey – symbolic monarchs of our natural environment – face in this country. This tiny angular-toed gecko was found in adandoned buildingsGeckos are one of the largest families of lizards, with about 1,500 known species. The genus Cyrtopodion includes the bent-toed gecko in Pakistan and a new angular-toed species, C. kiabii, from Iran, which is named after the ecologist Bahram Kiabi.So far, these tiny geckos (measuring less than 100mm, in body length, including the tail) are known only from the type locality, about 100 miles from the coast of the Persian Gulf. The geckos were collected in two abandoned buildings where they, like other species in the genus, seemed to be strictly nocturnal.With the addition of this species the genus includes about 37 species, but recent analysis of DNA data suggests that Cyrtopodion is not monophyletic; that is, the species does not share a common ancestral species not also shared by at least some species outside the genus. This points to the need for additional work, to arrive at a stable classification of geckos.The new species was reported by an international team of scientists from Iran and Germany, led by Dr Faraham Ahmadzadeh of the Shahid Beheshti University. The diminutive and delicate lizard is distinguished from related species in the region in part by differences in morphometrics and scale patterns. More data will be required before making any conclusions about the distribution or status of the species.At the other end of the spectrum, the largest gecko is presumed extinct. Legality of supreme court's move to unseat democratically elected government before its term is highly debatableThe national reconciliation ordinance was a dirty deal, brokered by the Bush administration, between Pakistan's then military ruler Pervez Musharraf and Benazir Bhutto. It allowed her to return from exile and take part in elections in exchange for the dropping of corruption charges against her husband Asif Ali Zardari and other officials. The constitutional court was right to declare it unconstitutional two years later in 2009 and, it could be argued, equally right to demand the current government's full implementation of the court's decision.The court is trying to do this by requiring the serving prime minister, Yousaf Raza Gilani, to write to the Swiss authorities asking them to reopen a corruption inquiry against Mr Zardari. This the prime minister refuses to do on the grounds that Mr Zardari, who is now president, enjoys executive immunity from prosecution both inside and outside the country. The immunity the president enjoys while in office has not been the issue in the court, only Mr Gilani's failure to comply with an unimplementable order. Yesterday he was charged with contempt, a move which could lead to his dismissal from office. If the legality of the court's move is debatable, the politics of it are extremely murky.First the timing. Having sat on this issue for three years, the supreme court are only now moving against Mr Gilani, who has become Pakistan's longest serving prime minister. What's the secret behind the unique colouration of this diurnal lizard?Only recently have scientists begun to critically analyse diversity within south-east Asian lizards of the genus Cnemaspis. Sixteen new species have been described in the past five years, most isolated on mountaintops, tower karst formations, or islands. One of the latest discoveries is Cnemaspis psychedelica, from one of 92 islands in the Rach Gia Bay, southern Vietnam, which has a unique mixture of greenish yellow, blue-grey, black streaks, and bright orange with yellow bars.Prior to 2007, there was a single species of the gecko genus from Vietnam. In the past seven years, four new species have been discovered there, plus one each from Borneo and Cambodia, and 11 from peninsular Malaysia. At least 14 additional new Asian species are soon to be named.Scientists are pondering why this species of diurnal lizard found in rocky, forested terrain has such unique colouration. Until more field studies are completed, we can only speculate. Sexual selection is ruled out because males and females are similar in appearance. It is not camouflage because the lizards are very conspicuous. The east Africa crisis throws the importance of disaster risk reduction measures into sharp reliefWhen it comes to natural disasters, and their very unnatural impact on poor people, prevention is better than cure. Yet this lesson seems incredibly hard to turn into practice. However good the early warning system in the run-up to disasters like the current crisis in east Africa, the money to head off future suffering often doesn't start flowing until images of human pain hit the TV screens.This is all the more frustrating because, as argued in a new paper by Oxfam's humanitarian policy adviser, Debbie Hillier, we know far more than we used to about how to do this preventive work (known in development jargon as disaster risk reduction, or DRR) and how much more cost effective it is than reacting after disaster has struck. While it is too simplistic to give an overarching cost benefit ratio (often quoted as 1:4 or 1:7), studies have shown time and again that good prevention saves lives and money. Protecting livestock is much cheaper than starting afresh once they have been decimated by drought: in the Afar region of Ethiopia, the restocking of sheep and goats is 6.5 times more expensive than supplementary feeding, while restocking cattle costs 14 times more. According to the International Federation of Red Cross, it costs around £3.50 a person annually to build up resilience, compared to £150 a person for relief assistance for just three or four months.DRR also ensures aid and government investments remain effective. All aid - whether humanitarian, development, recovery or reconstruction - should be resilient to disasters. Otherwise, hospitals, schools, roads and water points (as well as livelihoods) can be damaged or washed away when a natural hazard strikes. 24,000 adders, common lizards and other species moved from oil refinery site to reserves to make way for London GatewayThey had lived peacefully in their tens of thousands on an old refinery site in Essex.Now after what is thought to be the UK's biggest artificial movement of animals, 24,000 adders, grass snakes, common lizards and slow worms are settling well into new homes 140 miles away.The reptiles were transported from the east of England to reserves in Wiltshire to make way for the £1.5bn London Gateway container port and logistics park.Since 1998 the creatures have been captured by hand and moved in vans – early in the morning so they did not dry out – around the M25 and down the M4 before being released into their new homes.The reserves in Wiltshire have now been declared full and this year the relatively few remaining reptiles at the Essex site will be rehoused closer to another reserve closer to home.Marcus Pearson, environmental manager for DP World, said the move seemed to have been successful. Reptiles that had been moved and then recaptured to check their wellbeing seemed healthy and doing well in their new home.Construction is under way at London Gateway, 25 miles to the east of central London. Today's president acts only after a blizzard of advice from the centre-left telling him, with varying degrees of exasperation, what he should say. The implication is that it no longer trusts him to do the right thing. Barack Obama has by now established something of a track record in stinging this section of his electorate with a cattle prod. Extending Bush-era tax cuts for the super-rich was one instance. Budget cuts he agreed with Congress to prevent a shutdown of federal government last week were another. The White House dismayed them by actually trumpeting the cuts (to health, education, housing, transportation) as being among the largest in history, while making a virtue of the fact that they would not undermine the economy. Not only did some economists rightly dispute this claim. They also questioned why their president had stopped fashioning himself as a job creator (his first incarnation after the banking crash) and had now started painting himself as a deficit cutter.Mr Obama had got the tactics wrong: he let the Republicans go first. The Republican chairman of the House budget committee, Paul Ryan, duly obliged, by saying he would cut federal spending by $6tn over the next decade by radically restricting healthcare access and giving away $4.5tn to the highest earners. The White House was being too clever by half. The idea was to let Mr Ryan look so extreme that it would give Democrats the room to attack. What happened instead was that the Ryan plan framed the debate. In 2009, when the U.S. authorities bailed out some of the key participants in the sub-prime mortgage debacle, it became clear (to paraphrase George Orwell) that “all are equal, but some are more equal than others.” Regardless of its political hue, the government was going to offer a helping hand to such giants as AIG or Citigroup, creating, in economists’ parlance, a problem of moral hazard.
At its core, moral hazard is about an absence of responsibility for one’s risky or incompetent behavior. Companies deemed “too big to fail” can engage in risky investment ventures or delay painful restructuring, knowing that the economy-wide ramifications of a potential collapse will force governments to dole out generous bailout packages.
Not surprisingly, the recent crisis has cast the moral hazard problem almost exclusively as a hallmark of large corporations, thus creating a legitimate opportunity for government interference. The government itself, however, is by far the most likely and dangerous source of the problem. If being too big to fail is a tell-tale sign of moral hazard situations, then the government apparatus and the politicians who service it become natural suspects.
Even in free-market economies, however, governments can still be susceptible to moral hazard situations. Consider Estonia, known until recently as one of the most business-friendly economies in Europe, a country that joined the OECD in December 2010 and adopted the Euro in January 2011.
In 2001, the government of Tallinn, the Estonian capital city, sold a majority of its share in Tallinna Vesi, a Soviet-era water utility, to U.K.-based United Utilities Group PLC (UU.L). Inflammable and poisonous gases at the Pike River pit create different problems to the ones faced in ChileIt's quite a different situation to the one we saw in Chile because the New Zealand pit is a gaseous mine. Methane, ethane and carbon monoxide are common in coal mines and all are flammable and poisonous. Usual safety planning would require gas detections are made before every shift to check the levels of those gases as well as oxygen.This could be done up to twice a day. Each miner wears a rescue belt with oxygen and water, allowing them 20 minutes to get to a self-rescue pod where they can find further supplies. The planning is there. What you can't plan for is an ignition of methane. The blast can cause a coal dust cloud with fragments then causing a second ignition. The authorities are handling the rescue correctly. As a mine rescue co-ordinator you have to clear the ground, or the atmosphere, or whatever is in front of you before you proceed, to prevent more loss of life. If it is not safe to go in, a co-ordinator could create more hazards for the rescue team and the miners. They have taken very reasonable steps: if you look at the ventilation tube you can see the amount of damage caused by the explosion. Although test shaft drilling was done in Chile, in the New Zealand case there is a danger of feeding oxygen into the mine which could make the situation worse so rescue managers have to be very cautious.Guidance over mine health and safety is issued by different bodies. The question is then, are mining companies doing enough and do they independently audit safety procedures?Mining is dangerous and about 2,500 died in China last year.
