    • New York's bike share plan is a game-changer | Ken Podziba
A city known for its sea of yellow taxis and crowded streets, New York is becoming a place no one thought was possible: bikeableNew York City is at the tipping point of becoming one of the world's great bicycling cities. Mayor Michael Bloomberg, Transportation Commissioner Janette Sadik-Khan and the New York City Department of Transportation (DoT) have done a tremendous job creating a more bicycle-friendly New York. According to the DoT, commuter cycling increased by 13% between 2009 and 2010. In the last five years, bicycle ridership has doubled. Since 2009, the city has added more than 200 miles of bike lanes. As president and CEO of Bike New York, I applaud and support DoT's ambitious goal of having 1,800 miles of bikelanes on the streets, in parks and along paths, by 2030.With the announcement Tuesday that Alta Bicycle Share has been selected as the company to bring bike sharing to New York City, the landscape of the Big Apple is going to change even more. Next summer, 10,000 bike share bicycles will be all over the city at 600 stations, creating the biggest bike share program in the nation. In cities all across the world, it has been proven to be a successful and popular transportation option – checking out a bike at one station and riding it to another station close to your destination. It'll alleviate congestion and crowds on the streets, buses and subways. It's an easy and accessible way to fight obesity and pollution. You don't have to worry about your bike getting stolen. You don't have to worry about maintenance. You don't have to worry about storing it in your small New York apartment. Press recently noted that the Washington DC bike share system is so successful that they need to install more stations and bikes to meet the demand. I foresee the same situat _NULL_

    • Beijing plans congestion fees to ease traffic
Officials hope the charges will encourage use of public transport to ease traffic jams and reduce pollutionBeijing plans to impose congestion fees on cars using certain roads and to encourage residents to buy alternative-energy cars to ease chronic traffic jams and cut pollution, Chinese media reported on Friday.Officials hope the fees will lead more residents to use public transport, according to the plans announced on Thursday, the state-run news agency Xinhua said. The reports did not give details of tolls that would be imposed or how those fees would be collected.Beijing's plan will provide unspecified incentives to buy so-called new-energy cars, including electric vehicles. It pledged to upgrade equipment at electric-vehicle charging stations and build more of them, Xinhua said. The Chinese capital has already taken several measures to reduce traffic pressure since the 2008 Beijing Olympic Games, when it began to order some vehicles off the streets on certain days depending on the licence plate numbers. That policy has not had much effect on gridlock, which has continued to deteriorate.Beijing in January began capping new car registrations at 20,000 per month, available through a lottery. But that has only slowed the pace of increased congestion, while angering tens of thousands of hopeful car owners left unable to buy a vehicle.Beijing has also increased parking fees, built parallel roads, widened certain intersections and expanded its subway system, all to try to relieve traffic congestion.China overtook the Unites States in 2009 as the world's largest auto market. The rapid growth of car ownership has caused traffic nightmares in major Chinese cities, with Beijing expected to have 7 million vehicles on the road by 2012.PollutionChinaTravel and transportguardian.co. _NULL_

    • Aum Supreme Truth: last Tokyo subway attack suspect is arrested
Katsuya Takahashi, accused of driving five Aum attackers to their targets in March 1995, caught in TokyoThe last member of the apocalyptic cult behind the worst act of terrorism on Japanese soil has been arrested in Tokyo, 17 years after he allegedly helped other fanatics mount a deadly gas attack on the capital's subway system.Japanese media reports said police were holding Katsuya Takahashi, who allegedly drove five members of Aum Supreme Truth to the locations from which they launched their co-ordinated attack in March 1995.Using umbrellas with sharpened tips, they punctured bags filled with liquid sarin and send the gas coursing through carriages packed with commuters.Kyodo said the detained man was apprehended in Tokyo's Ota ward and admitted to investigators that he was Takahashi. His capture comes a few days after police arrested another Aum fugitive, Naoko Kikuchi, who allegedly helped mix the nerve agent. Kikuchi had found regular work and lived with Takahashi for 10 years during her time on the run. She insists that she didn't know what she was producing.Police stepped up their pursuit of Takahashi, 54, after he was filmed by security cameras withdrawing more than 2 million yen from a bank in Kawasaki, a town south of Tokyo where he is thought to have lived for more than a decade.Takahashi went into hiding again after learning of Kikuchi's arrest on 3 June; when police raided his room at a dormitory in Kawasaki last week he had packed a few belongings and fled.Police sources described Takahashi, whose last job was with a construction firm in Kawasaki, as an avid reader with a short temper and a clear gift for evasion.During the decade he lived with Kikuchi – pretending to be a married couple called Shinya and Chizuko Sakurai – he decided they should take advan null, responseDetails: Suspected Terms of Service Abuse. • Aum Shinri kyo cult fugitive turns himself in after 16 years
Police arrest Makoto Hirata on suspicion of involvement in the sarin gas attacks on the Tokyo subway in 1995A former member of a Japanese doomsday cult that staged deadly gas attacks on the Tokyo subway in 1995 has reportedly turned himself in after more than 16 years on the run.Japan's Kyodo news agency said Makoto Hirata, 46, who has been on a police wanted list since May 1995, showed up at a police station in Tokyo only minutes before the new year.He was one of three former Aum Shinrikyo cult members still at large. The cult's founder, Shoko Asahara, whose real name is Chizuo Matsumoto, is awaiting execution after having his death sentence confirmed in 2006.Simultaneous attacks with sarin nerve gas on five Tokyo subway trains during rush hour on 20 March 1995 killed 12 people and made thousands ill.The attacks, which left people stricken on platforms and forced soldiers in gas masks to seal off subway stations, shattered Japan's self-image as a haven of public safety.Hirata was arrested immediately after he turned himself in on suspicion of involvement in the abduction of a notary office clerk in Tokyo in 1995, Kyodo said.Police also suspect Hirata, who joined the cult in about 1987, may have been involved in the 1995 shooting of the chief of the national police agency, Kyodo said.He told police he turned himself in because he wanted a sense of closure after being on the run for such a long time, it said.JapanGlobal terrorismAsia Pacificguardian.co.uk © 2012 Guardian News and Media Limited or its affiliated companies. • Elena Omura | Fukushima's brave hearts
A year after the tsunami, Tohoku's young people need help to conquer their fear and guiltThis has not been an easy year for Japan. On 11 March 2011 – 3/11, as it's become known – one of the largest earthquakes in the history of the country was followed by a tsunami that swallowed 500km of the coastline of the Tohoku region. As Japan grapples with the recovery process, the demographic and financial problems that existed prior to 3/11 have accelerated. And although hardly anything positive can be said about the largest disaster in Japan since the second world war, it did unite the nation and sounded a much needed wake-up call. A strong sense of national compassion and gratitude for what people still had emerged. In Tokyo, where citizens are known never to converse with strangers, greetings were exchanged more often. In the subway, when an earthquake alarm sounded, strangers would offer each other reassurance. However, while initially everyone in Japan rushed to volunteer and help the people of Tohoku, things are a little different now.One can't help but wonder if the discourse would be different had it been Tokyo that was washed away. The fact is Tohoku's economy and industries were already in severe decline prior to 3/11. It was one of the most isolated regions of Japan, and young people were leaving in vast numbers, seeking better opportunities elsewhere. Hospitals were in debt and farmers and fisheries suffered from increased competition. In all honesty I had never been to, or thought of Tohoku before 3/11.While all of Japan felt sorry for the citizens of Tohoku and remained concerned about the condition of the nuclear plant in Fukushima, the rest of the country began to resume its normal way of life in the months following 3/11, and the plight of Tohoku started to reced null, responseDetails: Suspected Terms of Service Abuse. • Is Dynamic Ticket Pricing Hurting MLB Attendance?
Perhaps to the delight of other teams' fans, average attendance for New York Yankees home games at Yankee Stadium this season is down more than 3.5 percent year-over-year. The downturn even seems to be extended to this weekend's Subway Series with the New York Mets, an interleague match-up that has traditionally been an easy draw. But if other teams' fans are reveling in the Yankees misfortunes, the owners of those teams are probably not sharing the same sentiment. Given that the Yankees are a standard-bearer for sports franchises, other franchise owners could be wondering whether they, too, will be affected by the same factors that are causing the Yankees attendance shortfall. null, responseDetails: Suspected Terms of Service Abuse. It has often been suggested that one of the reasons that American subway construction is so expensive is that our laws are too friendly to NIMBYs. The most prominent example is avoiding cut-and-cover subway construction in favor of digging deep holes with tunnel boring machines that don't disrupt the surface as much. null, responseDetails: Suspected Terms of Service Abuse. • NYC Officials Take Notice of Astronomical Subway Construction Costs
New York City’s subway lines – the engines that keep the city’s real estate market moving – are notoriously expensive to build. Tunneling projects in New York routinely clock in at five to ten times the cost of their Asian and European counterparts, putting the city’s measly 20-30% aboveground union construction premiums to shame. New York has finally restarted work on the century-in-the-making Second Avenue Subway, but MTA capital construction president Michael Horodniceanu says that anything beyond the initial Upper East Side segment “will be for our children or grandchildren.” And Bloomberg’s 7 train to Secaucus, or those fabled Utica and Nostrand extensions?
